Quang Ninh promotes green growth

From an economy once dependent on coal mining, Quang Ninh Province has made strong efforts to restructure its spatial planning and growth model towards a “green–smart–sustainable” approach, with nature, people and culture as key pillars, while making substantial investments in infrastructure, planning and digital transformation.

In its development strategy, Quang Ninh has consistently identified clear priorities, with innovation in the growth model, economic restructuring, green economic development, market demand, emerging industries and labour productivity serving as guiding orientations. Infrastructure development and comprehensive, modern administrative reform form the foundation, while education and training, the attraction of high-quality human resources, creativity and the application of science and technology act as key driving forces, alongside a strong focus on cultural development, ecological civilisation, resource efficiency and environmental protection.

Sustaining its position as a comprehensive growth pole

Quang Ninh has early affirmed the principle of not trading environmental protection for economic growth, focusing on selective investment attraction and prioritising high-technology projects, clean industries, renewable energy and new energy sources. This approach aims to reduce natural resource exploitation, cut emissions and promote the green and circular economy.

Processing and manufacturing industries have been identified as the main growth drivers. During the 2020–2025 period, the sector attracted 8.98 billion USD in investment, including 6.74 billion USD in FDI. Processing and manufacturing continued to record average annual growth of over 21%, raising its share in the province’s GRDP structure to 12.83%, an increase of 3 percentage points compared with 2020.

In the 2025–2030 period, Quang Ninh will continue implementing its green transition strategy to become a model province for sustainable and modern development, with the green economy, circular economy, renewable energy and green tourism as key drivers.

The Resolution of the 16th Provincial Party Congress clearly sets out the requirement to restructure industry in a modern direction, prioritising foundational industries, emerging sectors, green and clean processing and manufacturing, and high technology, linked with the development of synchronised, modern and multimodal infrastructure in economic zones and industrial parks, thereby creating a foundation for rapid and sustainable growth.

At the same time, Quang Ninh is focusing on the development of environmentally friendly energy industries, maintaining its position as a national energy centre, particularly in wind power and LNG (liquefied natural gas). The province is orienting industrial development towards green growth, prioritising renewable and clean energy, increasing the share of high-technology processing and manufacturing with high added value, and establishing an additional key pillar for the economy.

It also gives priority to the development of eco-industrial parks, net-zero emission zones, specialised industrial parks and high-tech zones to attract more high-technology industries and high-quality services.

Quang Ninh continues to innovate its growth model, improve quality, efficiency and competitiveness, and maintain its position as a comprehensive growth pole in the north. This is not only a political commitment, but also an aspiration to realise the vision of building a prosperous, civilised, modern and happy Quang Ninh.

Tourism as a strategic spearhead

In its strategy to shift economic growth from “brown” to “green”, since 2013 Quang Ninh has pioneered the positioning of the smokeless industry as a strategic spearhead. The province has also placed strong emphasis on promoting public–private partnerships and attracting investment into high-quality, environmentally friendly tourism projects.

Inter-regional tourism routes linking Ha Long Bay – Bai Tu Long Bay – Van Don – Cat Ba are being strengthened, creating a distinctive and diversified tourism product chain.

Over the past five years, Quang Ninh’s tourism and services sector has recovered strongly and gradually transitioned towards a green growth model, reaffirming its role as a key economic sector. In 2024, tourism contributed 9.64% of GRDP. Ha Long has continued to uphold its status as a World Heritage and Natural Wonder, while Yen Tu, Bai Tu Long, Van Don – Co To have emerged as attractive green eco-tourism and resort destinations.

In 2025, total tourist arrivals to Quang Ninh were estimated at 21.28 million, up 12% year on year. Total tourism revenue exceeded 57 trillion VND (2.2 billion USD), up 22.46% compared with the previous year. Growth in the services sector contributed more than 50% of GRDP growth.

Looking ahead to 2030, with a vision to 2045, Quang Ninh aims to become one of the country’s leading green tourism centres and an international gateway, developing in the direction of “four-season tourism”, with priority given to environmentally friendly forms such as MICE tourism, wellness and healthcare resorts, spiritual tourism and cultural festivals. The province is also focusing on sustainable infrastructure, enhancing inter-regional connectivity, promoting a civilised night-time economy and reducing environmental impacts.

Director of the Quang Ninh Department of Culture, Sports and Tourism Nguyen Viet Dung shared: “Green tourism not only creates high added value and diversifies revenue sources, but also helps Quang Ninh build its brand as a ‘green destination’, reduce pressure on resources and protect the marine and island environment. This is the foundation for green growth and a sustainable economy, while affirming the province’s pioneering role in transforming its development model.”

These results demonstrate that Quang Ninh has truly moved away from the traditional growth trajectory based on resource exploitation, gradually forming a more balanced and sustainable development model.

The combination of planning thinking, construction technology and management technology has enabled the province to gradually harmonise the relationship between tourism development, urbanisation and heritage conservation.

With concrete resolutions, policies and action plans, Quang Ninh has successfully implemented a green growth model and stands out as a locality that has effectively transformed its development approach from “brown” to “green”, taking the lead in implementing the national green growth strategy through highly feasible strategies, projects, resolutions, directives and action programmes.
