The Nhon Trach 3 and 4 Power Plants — the first LNG gas-fired power project complex in Viet Nam — were officially inaugurated in mid-December, entering commercial operation and being connected to the national power grid. The green electricity generated in Nhon Trach will inject fresh momentum into the country’s industrialisation and modernisation drive, helping to illuminate the dream of a strong and prosperous Viet Nam.

The Nhon Trach 3 and 4 LNG Power Plant Project — the first gas-to-power complex of its kind in Viet Nam — is invested in by Petro Vietnam Power Corporation (PV Power, a member of the Viet Nam Oil and Gas Group – Petrovietnam). The project is being implemented by the EPC consortium of LILAMA and Samsung C&T, with a total investment of approximately USD 1.4 billion and an installed capacity of 1,624 MW.

Once operating stably, the project will supply more than 9 billion kWh of electricity annually and stands out for its “five firsts”: the lowest investment cost, the largest scale, the most advanced technology, the highest capacity, and the most competitive commercial electricity price.

The project carries profound strategic significance. It pioneers the transition to clean energy, contributes to the commitment to achieve net-zero emissions by 2050, ensures energy security in tandem with environmental protection, significantly reduces carbon emissions compared with coal- and oil-fired power, and plays a stabilising role as an intermediate power source amid the rapid expansion of renewable energy. It also promotes socio-economic development in the southern key economic region — boosting budget revenues, advancing high technology, attracting FDI, developing human resources, strengthening logistics and enhancing climate change resilience — while reaffirming the leading role of state-owned enterprises in energy security and sustainable development. At the same time, it lays the foundation for Power Development Plan VIII, serves as a model for subsequent LNG projects, and facilitates integration into global supply chains.

To achieve today’s results, the project has had to overcome unprecedented challenges: construction commencement during the COVID-19 pandemic; arranging international financing without government guarantees; prolonged completion of policy and regulatory frameworks (including LNG gas pricing and long-term power offtake); difficulties in site clearance and industrial zone infrastructure; shortages of materials and international equipment transportation; and lessons learned from disciplinary actions in previous energy projects.

Hoang Van Quang, Chairman of the Board of Directors of PV Power, affirmed: “Nhon Trach 3 and Nhon Trach 4 are among the most modern and important projects of PV Power, implemented in line with the Party’s orientation on energy transition and Petrovietnam’s LNG value chain development strategy. Today’s success stems from the right choice of major, internationally reputable partners combined with PV Power’s extensive experience in operating gas-fired power plants. This is the foundation that gives us confidence to roll out future LNG power projects.”

Le Ba Quy, Head of the Management Board of Nhon Trach 3 and 4 Power Plants, shared: “As the country’s first LNG project, we encountered many unprecedented issues related to legal frameworks, mechanisms, technology, and procedures. However, thanks to the strong direction of the government, ministries, sectors, and Dong Nai Province, along with the relentless efforts of PV Power and contractors, the project has remained on schedule, ensuring both quality and safety.”

More than 3,200 engineers and workers — 80 per cent of whom are Vietnamese — have worked nearly 10 million safe man-hours to install 40,000 tonnes of equipment and pour 120,000 cubic metres of concrete. The role of Vietnamese enterprises, particularly Vietnam Machinery Installation Corporation (Lilama), was clearly affirmed as they fully mastered complex construction and installation works, earning praise from international partners.

Speaking at the inauguration ceremony, Nguyen Van Hung, General Director of Lilama, said that with a highly skilled workforce and the ability to master advanced technologies, Lilama had successfully undertaken many critical packages at the Nhon Trach 3 and 4 Power Plant Project — a key national project using LNG, characterised by large scale, stringent technical requirements, and strict standards for safety, progress, and quality in line with international norms.

The official commercial operation and grid connection of Nhon Trach 3 and 4 not only marks a significant step forward in the clean energy transition and national energy security, but also serves as compelling evidence of Lilama’s competence, capability, and reputation in the construction of key industrial projects.

In this project, the role of Vietnamese engineers and workers was particularly evident. Approximately 80 per cent of the construction workforce was Vietnamese. The skills of Lilama’s workers were highly rated, with many precision alignment tasks completed in just seven to ten days instead of the months typically required. Veteran craftsmen with 40 to 45 years of experience were mobilised to train the next generation. Dong Bo Lee, Project Director of Samsung C&T, remarked that the skills of Vietnamese workers surpassed those of many other countries in the region.

The joy of commercial operation extended beyond the formal ceremony to become a tangible part of local life. From early morning, thousands of residents of Dai Phuoc Commune and surrounding areas gathered in large numbers, bringing with them confidence and hope for a brighter future for their homeland.

Tran Van Minh, a resident of Dai Phuoc Commune who received support for crop conversion from the project, said: “The power plant not only provides electricity; it has also given us new roads, new schools, and well-equipped health stations. Seeing the plant light up means seeing hope light up for the future of our children and grandchildren.”

To ensure effective operation and fully realise the project’s strategic role in national energy security and socio-economic development, speaking at the inauguration ceremony of Nhon Trach 3 and 4 Power Plants on the morning of December 14, 2025, Prime Minister Pham Minh Chinh affirmed that the success of the Nhon Trach 3 and 4 project is a benchmark model, a source of motivation and confidence, creating a solid foundation for Viet Nam to continue breaking new ground and implementing national key energy infrastructure projects in the coming period, on a larger scale and with more advanced technology, higher standards, and greater productivity and quality.

Today, from the heroic land of the South, the nation’s first LNG clean electricity officially shines, igniting strong confidence in the green and sustainable development path steadfastly chosen by the Party, the state, and the people.

Under the sound leadership of the Party and the decisive direction of Prime Minister Pham Minh Chinh, Nhon Trach 3 and 4 will serve as a powerful driving force in successfully implementing the Resolution of the 13th National Party Congress, ensuring energy security and protecting the living environment for future generations.

Within this flow of electricity lies the sweat of thousands of workers braving sun and wind, the intellect of young engineers mastering cutting-edge technology, the love of homeland shared by the people of the new Dai Phuoc, and the collective pride of the entire nation.

Nhon Trach today stands as a resounding affirmation that Viet Nam is fully capable of achieving great things. From here, green electricity will continue to spread, lighting up the dream of a strong Viet Nam in which every Vietnamese home may remain bright, warm, and happy.
