Under the decision, the National Road Network Plan has been significantly revised in terms of both scale and investment schedule to meet socio-economic development requirements in the new period.
A key feature of the revised plan is the addition of five major expressways: the Northern Mountainous Ring Road; the Northern Midlands Ring Road; Ha Tinh–Cau Treo; Hue–A Luoi; and Phan Thiet–Bao Loc–Gia Nghia–Bu Prang. These routes are expected to strengthen regional connectivity, particularly in remote, mountainous, and border areas.
In addition, the scope and investment schedule of several key expressway sections have been adjusted, including the western North–South Expressway and sections of the Ha Noi–Lao Cai and Ho Chi Minh City–Vinh Long–Can Tho–Ca Mau expressways, with a view to improving operational efficiency. Notably, the scale of the Phap Van–Ring Road No. 4 section of the eastern North–South Expressway has also been revised to better match actual transport demand.
Regarding the national highway system, the decision approves adjustments to the alignment of 12 national highways and transfers responsibility for managing 36 national highways to local authorities. The stronger decentralisation is intended to enhance the autonomy of local authorities in managing, maintaining, and developing transport infrastructure in line with local socio-economic development plans.
According to the revised Appendix III, by 2030, the national expressway network is expected to comprise 46 routes with a total length of approximately 10,106 km, while the national highway system will consist of 136 routes stretching around 26,340 km.
The plan is expected to require investment of approximately 2.2 quadrillion VND, which is to be mobilised from various sources, including the state budget, Government bonds, ODA, greater private-sector participation, and other lawful funding sources. The total land area required is estimated at around 194,361 hectares.
Under Decision No. 1088/QD-BXD, the Ministry of Construction has instructed relevant ministries, sectors, and localities to strengthen coordination in implementing projects to ensure they are delivered on schedule and in accordance with the approved plan.
