Supporting businesses in accessing AI and digital transformation

In recent times, Ho Chi Minh City has focused on implementing major programmes on shared digital data, artificial intelligence (AI) development, and digital transformation, turning technology into a driver of growth model innovation and improving the quality of life for people.

According to the Ho Chi Minh City Department of Science and Technology, 2025 marks an important year, as it is the first year the whole country is implementing the Action Programme for Resolution No. 57-NQ/TW of the Politburo on breakthroughs in the development of science, technology, innovation, and national digital transformation.

It is also the year Ho Chi Minh City accelerates the implementation of Action Programme No. 63-CTrHĐ/TU on carrying out Resolution No. 57-NQ/TW with the ambition of turning Ho Chi Minh City into a digital economy hub and innovation centre of the region.

Nguyen Huu Yen, Deputy Director of the Ho Chi Minh City Department of Science and Technology, emphasised that to help digital transformation succeed, it not only must focus on major corporations, but also needs to concentrate on thousands of small and medium-sized enterprises (SMEs), cooperatives, and household businesses.

Therefore, one of the city’s priorities is to create effective bridges to bring advanced technological solutions, especially AI applications, closer to this dynamic economic sector. This aims to help SMEs enhance competitiveness and participate more deeply in global value chains.

According to experts, digital transformation and AI are no longer “technologies of the future”, but have become direct productive forces capable of reshaping every aspect of socio-economic life, thereby improving labour productivity, optimising enterprise management, and enhancing the quality of public services and people’s lives.

Nguyen Van Thuat, Deputy Head of the Department of Digital Economy and Society under the Ministry of Science and Technology, said the ministry is building a project to support SMEs in the 2026–2030 period with specific targets.

The plan aims for at least 650,000 enterprises to reach the “starting” level of digital transformation, 250,000 to achieve the “accelerating” level, 80,000 to reach the “optimised”, and 20,000 to become the “elite” level.

This will lay a foundation for boosting productivity by at least 15% in digital transformation processes, while ensuring 100% of SME employees are trained in basic digital skills.

Experts predict that by the end of 2025, 50 to 100 billion AI human resource applications (for HR management) will be in operation, working with people to provide necessary tools, data, and resources that enhance efficiency and create entirely new ways of working.

According to McKinsey & Company, generative AI (GenAI) contributes about 4.4 billion USD per year to the global economy, promising to create a productivity revolution for enterprises.

According to Nguyen Huu Yen, all technological solutions must ultimately aim to improve the quality of people’s lives, from more convenient public services to smarter healthcare and education, and a safer, greener, and more sustainable living environment. Only when people truly benefit and participate will technology become a driving force of sustainable development for Ho Chi Minh City and the region.

Ho Chi Minh City has pledged to continue accompanying with the business community, research institutes, universities, investors, and international partners. The city will create the most favourable conditions to promote research, development, and application of new technologies, expand international cooperation, and turn the city into an innovation centre of the region and the world.

At the same time, the city is committed to maintaining an open and transparent policy environment, accelerating administrative reforms, building e-government, and developing open data infrastructure to maximise support for the development of the innovation ecosystem.
