The complex, which also includes an ethanol factory and a thermal power plant, is run by Kamdhenu Ventures Cambodia Limited (KVCL), a joint venture between Vietnamese companies and a number of other foreign investors.

According to KVCL, total investment for the project is US$90.7 million, 72.1% of which is financed by the Bank for Investment and Development of Cambodia, a subsidiary of the Bank for Investment and Development of Vietnam.

Work on the project began in 2010, covering an area of 7,635 hectares, of which 7,585 hectares are reserved for a sugarcane plantation.

The refinery is designed to process 3,500 tonnes of raw sugarcane per day while the ethanol factory can produce a maximum of 30,000 litres per day. The power plant has a capacity of 20 megawatts.

The complex, expected to create jobs for thousands of local residents and generate annual revenue of US$23 million, is the result of an initiative endorsed by the two governments of Vietnam and Cambodia.
