Vinh Long leverages its marine economic advantages

With a 130km coastline and extensive fishing grounds, Vinh Long Province enjoys favourable conditions for aquaculture, seafood harvesting and the development of the marine economy.

Aiming for rapid and sustainable economic growth target, the province is focusing on mobilising resources to invest in transport infrastructure, enhance connectivity with the Dinh An Economic Zone, attract strategic investors, and create fresh momentum for the marine economy.

Completing transport infrastructure

The province’s transport network includes major national highways such as National Highways 1A, 53, 54, 57, 57B, and 60, the My Thuan–Can Tho Expressway, the project to open navigation channels for large-capacity seagoing vessels into the Hau River, Rach Mieu 2 Bridge, Co Chien Bridge, connecting the locality with neighbouring provinces and cities.

During the 2025–2030 period, the province will implement a project to construct a coastal corridor road running through the communes of Long Hoa, My Long, Cau Ngang, Hiep My, Long Huu, Ngu Lac, Nhi Truong, Long Hiep, Tap Son, Hung Hoa, and Duyen Hai Ward. The route will extend more than 60km, with a total investment of nearly 9.2 trillion VND, financed through loans from the Asian Development Bank and the province’s reciprocal capitals.

The project is part of the Vinh Long coastal road system, beginning from the coastal road of Dong Thap Province, crossing the Cua Dai River, connecting coastal communes and crossing major rivers including the Ba Lai, Ham Luong, and Co Chien Rivers.

The Vinh Long Provincial People's Committee has assigned the Provincial Transport Project Management Board as the project investor. The starting point of the coastal corridor road will connect with Co Chien 2 Bridge in Long Hoa Commune, while the endpoint will connect with the approach road to Dai Ngai 1 Bridge spanning the Hau River on National Highway 60 in Hung Hoa Commune.

Accordingly, the coastal corridor road will be built to Class III road standards in delta terrain, featuring two traffic lanes, a design speed of 80km/h and a roadbed width of 14m. The project also includes the construction of 30 reinforced concrete bridges, as well as two bridges crossing the Cung Hau 1 and Cung Hau 2 estuaries. The 3.9km approach road will meet Class III delta road standards, with four lanes, a design speed of 80km per hour and a roadbed width of 22.5m.

According to Project Management Board 85 under the Ministry of Construction, the Dai Ngai Bridge construction project, spanning 15.14km and linking Vinh Long Province with Can Tho City, has a total investment of 7.962 billion VND funded by the State budget. It is regarded as a strategic project and a coastal transport artery connecting provinces and cities across the Mekong Delta region.

Within the project, construction of Dai Ngai 1 Bridge across the Dinh An navigation channel of the Hau River commenced in December 2024. So far, contractors implementing Package 15-XL have completed work valued at 3.536 billion VND, equivalent to 69.4% of the total contract value. According to the schedule, all components of the Dai Ngai Bridge project are expected to be completed and put into operation in August 2028.

In addition, the Cua Dai Bridge project, which will connect the coastal corridor routes of Dong Thap and Vinh Long provinces, will extend 8.9km and require total investment of more than 4.564 billion VND. The investment policy for the project was approved by the People's Committee of the former Ben Tre Province under Decision No. 2554/QD-UBND on June 30, 2025, using State budget funds within the medium-term public investment plan. So far, the project investor has submitted the feasibility study report for appraisal. Under the planned schedule, the project’s design is expected to be approved and construction is expected to commence in the third quarter of 2026.

Dinh An Economic Zone achieves breakthrough

Implementing resolutions of the Party and the National Assembly on economic growth, the Provincial Party Committee and the Provincial People's Committee of Vinh Long Province are directing departments, sectors and local authorities to focus on accelerating public investment disbursement, improving the investment environment, accelerating progress on key coastal transport projects, and attracting strategic investors to the Dinh An Economic Zone, while linking with tourism economic development.

The Dinh An Economic Zone covers more than 39,020ha across communes of Ngu Lac, Dai An, Dong Hai and Duyen Hai Ward, among other localities. It is one of eight coastal economic zones prioritised by the central government for investment and development in power production, petrochemicals, shipbuilding, trade, services, tourism, urban development, and seaport.

Within the Dinh An Economic Zone, the Duyen Hai Power Centre project in Duyen Hai Ward has been implemented on an area of nearly 900ha, with a capacity exceeding 4,400MW and total investment capital of 5 billion USD. The complex includes coal-fired thermal power plants using conventional condensing steam turbine technology and coal loading and unloading ports, providing jobs for nearly 800 local workers.

At present, the province is calling for investment in 10 technical infrastructure projects for industrial parks, non-tariff zones and bonded warehouses, with a combined investment capital exceeding 20 trillion VND. Recently, the province approved Green i-Park Dinh An Joint Stock Company as the investor for the construction and operation of infrastructure of the Ngu Lac Industrial Park, covering 316ha with registered investment capital of 3 trillion VND.

According to the plan, once a cleared site is handed over, the investor will promptly complete the 1:2,000 subdivision master plan, conduct environmental impact assessments, and begin construction of wastewater treatment facilities, transport systems, and power infrastructure, ensuring the essential foundations to attract investors. Upon completion, the project is expected to attract numerous manufacturing enterprises and create jobs for about 25,000 local workers.

In addition, the province’s coastal area currently maintains nearly 10,000ha of high-density industrial shrimp farming, with productivity of around 70 tonnes per hectare. The province is calling for investment in a shrimp processing plant with a capacity of 18,000 tonnes per year, high-tech shrimp farming projects covering 360ha, 678ha of shrimp-forest integrated farming certified under ecological standards, and 750ha of shrimp-rice farming achieving organic certification, with the goal of developing a modern and efficient shrimp industry.

According to Nguyen Quynh Thien, Vice Chairman of the Vinh Long Provincial People's Committee, the key transport infrastructure projects have been under construction across the province will serve as strategic leverages for strengthening intra-regional and inter-regional connectivity, and attracting investment for marine economic development.

To maximise the effectiveness of the Dinh An Economic Zone, the province is inviting businesses to invest in maritime transport, and logistics services, while prioritising renewable energy projects, food production, and processing and preservation of aquatic products with a large-scale.
