The conference, co-organised by the Southeast Asia Tobacco Control Alliance (SEATCA), the Viet Nam Tobacco Control Fund (VNTCF), and Viet Nam’s Ministry of Health, carried the theme “Smoke-Free Destinations: Transforming the tourism sector in the Asia-Pacific region.” It highlighted both achievements and challenges in building cleaner, more sustainable destinations.
Delegates presented successful models from cities and provinces that have adopted smoke-free environments, showcasing innovative enforcement methods, awareness campaigns, and active participation of local communities in monitoring and compliance.
Participants also visited the Imperial City of Hue, where they emphasised the importance of preserving cultural landmarks while ensuring they remain free from secondhand smoke and cigarette litter.

Domilyn Villarreiz, Smoke-Free Programme Manager at SEATCA, noted that creating smoke-free public spaces purifies the air, promotes healthier communities, and lays a strong foundation for tourism development. “This is not only a public health policy but also a smart tourism strategy,” she said.
Speakers also warned of deceptive tactics by the tobacco industry, which has been misusing “smoke-free” terminology to promote e-cigarettes and heated tobacco products, downplaying or concealing their addictive risks. Health experts cautioned that such tactics mislead consumers, undermine tobacco control, and threaten progress toward truly smoke-free environments.
Smoke-free must mean clear air, healthy people, and safe communities - not marketing gimmicks for harmful products, said Alan Zaldivar, a city councilor from Iloilo, Philippines.
Delegates pledged to make the Asia-Pacific region, especially ASEAN, a global model for smoke-free tourism and a source of inspiration for other parts of the world.
