The objective of the project is to build and develop a synchronous, modern pre-hospital emergency care system that ensures the timely reception, handling and coordination of emergency cases; improve people's access to emergency services; and strengthen inter-sectoral coordination among forces involved in emergency response, contributing to reducing mortality and disability caused by accidents, injuries and emergency conditions.
By 2030, all provinces and centrally-run cities will establish pre-hospital emergency care networks in their respective areas, in line with the conditions and emergency care needs of each locality. 100% of provinces and centrally-run cities will implement inter-sectoral coordination regulations among the health sector; police; military; fire prevention and fighting and search and rescue forces; and local authorities in receiving information, coordinating responses, accessing incident sites, providing first aid and emergency care, transporting and handing over patients.
From 2027, a nationwide pre-hospital emergency care management platform will be put into operation, ensuring data connectivity and interoperability and coordinated operation with the platform integrating the 113, 114 and 115 emergency service numbers developed by the Ministry of Public Security.
The project also sets the following targets: at least 75% of medical staff at commune-level health stations will receive training and refresher training in pre-hospital emergency care; at least 1% of the population will receive practical training in first aid and basic emergency care skills; and investment will be made in, and at least one standard ambulance per 100,000 people will be put into operation within the pre-hospital emergency care system.
