The city authorities have directed functional agencies to effectively manage activities at festivals and religious sites and ensure a safe and civilised tourism environment by maintaining a tourism hotline to address visitor concerns and handle violations in tourism services.
Since 2020, Hạ Long has responded to 502 inquiries via its hotline and conducted inspections of 204 lodging facilities, restaurants, and tourist boats, resulting in fines for 42 establishments totalling approximately 219.5 million VND.
Similarly, 115 businesses operating in the culture sector were inspected, with 27 fined, amounting to nearly 550 million VND.
The implementation of the “All People Unite to Build Cultural Life” movement has also been promoted, with a focus on building cultural families and residential areas. The city encourages residents to adhere to cultural behaviour guidelines while promoting cultural values in society.
The city encourages diversifying artistic performances for local audiences, such as music events featuring popular artists promoting Hạ Long's image and culture. Residential areas are encouraged to hold cultural and sports activities that foster a vibrant community spirit.
Ha Long is also committed to preserving and enhancing its cultural heritage and architectural sites, which are imbued with traditional values. The city has made significant progress in planning for heritage sites, with 18 detailed plans approved and ongoing efforts for others.

Traditional festivals, such as the Tran Quoc Nghien Temple Festival Bang Ca Village, continue to thrive with improved organisation quality while linking cultural activities with tourism promotion.
The festivals feature cultural activities, folk games, and events promoting the land, people, and traditional customs of Ha Long City.
The project, ‘Ha Long – City of Festivals’, has been approved and implemented, featuring 17 provincial-level festivals, events and 14 others at the commune and ward level.
The city’s Department of Culture and Sports is working on building a dossier on the ‘Cap sac’ (coming of age) ceremony of the Dao Thanh Y ethnic people in Quang Ninh Province and the rice-harvesting celebration of the Tay ethnic community to seek the national intangible cultural heritage titles.
Ha Long City’s initiatives towards creating a healthy cultural and tourism environment significantly contribute to attracting tourists and establishing a solid foundation for local socio-economic development.
