This expansive outreach targets Party committees, local authorities, officials, Party members, employers, workers, and the general public.
The approach will be professional, modern, and highly focused, featuring a comprehensive overhaul of content, formats, and dissemination methods to ensure that officials, Party members, and the public grasp the profound benefits, roles, and significance of these policies with utmost clarity.
The plan also meticulously addresses social and health insurance policy reforms aimed at catalysing a profound shift in awareness, thereby fostering robust consensus in leadership and direction. These targeted efforts will be carefully aligned with socio-economic conditions, labour structures, and demographic characteristics, cementing public consensus during the formulation and implementation phases of the policies.
This strategic push significantly steadfast contributes to ensuring social security in the Capital and decisively affirms the status of social insurance as a key pillar of the social security system, and health insurance as a vital policy for achieving universal healthcare.
The plan strongly emphasised that Party committees and authorities must prioritise the leadership and direction of social and health insurance work, explicitly identifying it as a pivotal political task contributing to the achievement of Ha Noi’s broader socio-economic targets. It also called for a marked enhancement in the capacity, efficacy, and overall effectiveness of state management regarding social and health insurance.
Agencies, units, and local authorities are urged to seamlessly coordinate with the city’s Social Security Office — based on their respective functions and duties — to execute robust measures aimed at enhancing the quality and effectiveness of information dissemination and policy advocacy regarding social and health insurance to organisations, individuals, and the broader public.
According to the latest data from the Ha Noi Social Security Office, as of the end of July 2026, health insurance coverage in the capital impressively reached 96.33% of the population, encompassing 8.59 million participants.
Across the city, 2.62 million people participated in compulsory social insurance — accounting for a notable 48.18% of the working-age labour force — while nearly 150 thousand people participated in voluntary social insurance, representing 3.71% of the working-age labour force.
Unemployment insurance participation stood at 2.53 million people (46.55% of the workforce), marking increases of 1.28% and 15.96% respectively. These statistics exclude members of the armed forces and individuals with preserved social insurance periods.
