Over 21.6 million people participate in social insurance

As of the end of March 2026, the number of people participating in social insurance nationwide has reached about 21.66 million, equivalent to 45.39% of the working-age labour force.

On April 15, the Party Committee of Viet Nam Social Security held the fourth expanded conference of the Executive Board of the Party Committee of Viet Nam Social Security to comprehensively review the first-quarter results in 2026 and set out key tasks and directions for the second quarter.

As of the end of March 2026, the number of social insurance participants has reached around 21.66 million, up 15.04% compared with the same period in 2025, accounting for 45.39% of the working-age labour force. The number of unemployment insurance participants stands at around 17.20 million, up 11.95%, equivalent to 36.04% of the working-age labour force, while the number of health insurance participants has reached about 97.06 million, up 5.33% year on year, bringing coverage to 94.84% of the population.

Revenue collection continued to be carried out effectively, with total collections from social insurance, health insurance, and unemployment insurance reaching around 138.928 trillion VND, equivalent to 75.2% of the annual target and up 14.2% year on year. This result reflects the great efforts of the entire system amid ongoing difficulties and challenges.

In the first three months of 2026, the system settled benefits for around 20,644 people receiving monthly social insurance entitlements; 173,156 people receiving one-off social insurance allowances; and more than 2.098 million people receiving sickness, maternity, convalescence, and rehabilitation benefits.

In the field of health insurance, the system processed about 43.043 million medical examination and treatment visits, with total payments of around 37.276 trillion VND, up 10.44% compared with the same period in 2025. The payment of benefits through cashless methods has been increasingly promoted, contributing to digital transformation in the field of social security.

One of the highlights of the first quarter of 2026 was that administrative reform, information technology application, and digital transformation continued to be identified as central and ongoing tasks. Viet Nam Social Security completed the authentication of more than 100 million personal records in the insurance database against the National Population Database.

To date, 100% of health insurance medical examination and treatment facilities have implemented patient admission using chip-based citizen identity cards, making it far more convenient for people seeking medical care. These results clearly demonstrate the effectiveness of accelerating digitalisation and data connectivity, helping to shorten processing times and reduce inconvenience for the public.

At the conference, many of the presentations focused on analysing and clarifying the results achieved, pointing out difficulties and bottlenecks in implementation, and proposing solutions to improve the effectiveness and efficiency of grassroots Party organisations in the new context.

Addressing the conference, Do Van Truong, Deputy Secretary in charge of the Party Committee of the Ministry of Finance, proposed that in the second quarter of 2026 — a period of pivotal importance — the Party Committee of Viet Nam Social Security should focus on effectively implementing the Party Central Committee’s resolutions, especially the Resolution of the 14th National Party Congress; and promptly disseminate and organise the implementation of directives from the Party Central Committee and higher-level Party committees on Party building in association with assigned political tasks.
