Under the memorandum signed on March 27, the two sides will jointly study and coordinate investment in social housing projects for low-income earners, workers and labourers across Ho Chi Minh City.

They will also collaborate in preparing, completing and submitting construction dossiers and other relevant legal procedures in accordance with statutory processes and current regulations, ensuring projects meet all conditions for construction and commercial operation.

In addition, the parties will conduct surveys and assess demand for social housing among workers and labourers in areas with high labour concentrations in the city. They will coordinate in appraising and selecting eligible beneficiaries to purchase, lease-purchase or rent social housing in line with existing legal provisions.

At the same time, both sides will explore and propose necessary mechanisms and policies to support and accelerate the implementation of social housing projects.

The two parties aim to jointly develop and complete at least 30,000 social housing units for workers by 2030, available for rent and lease-purchase. This initiative is expected to contribute to the city’s target of developing 200,000 social housing units by 2030, as set out in Plan No. 06-KH/TU dated July 30, 2025 by the Ho Chi Minh City Party Committee.

Previously, the city’s Labour Federation had also signed agreements with two other partners, aiming to build 50,000 social housing units for workers.
