Listening to the public, partnering with businesses, and paving the way for investment

In observance of National Digital Transformation Day and Viet Nam Entrepreneurs’ Day, Hue City has launched three digital platforms on the Hue-S app. These platforms establish new channels for receiving suggestions and addressing business inquiries while publicly disclosing investment project information, all in pursuit of a facilitative, service-oriented, transparent, and efficient government.

From community ideas to accountable resolutions

In celebration of National Digital Transformation Day (October 10) and Viet Nam Entrepreneurs’ Day (October 13), the Hue City People’s Committee has launched three digital platforms: Initiative Proposal, Business Support, and a digital map of investment attraction projects.

These initiatives not only expand the utilities available on the Hue-S platform but also demonstrate a commitment to innovating management methods and strengthening interaction between the government, citizens, the business community, and investors.

According to Nguyen Xuan Son, Director of the City Department of Science and Technology, these three platforms were developed to address specific practical needs: enabling the community to contribute ideas for the city's development; establishing a centralised channel to manage and resolve business challenges; and providing comprehensive data on non-budget investment projects.

Their common feature is the transformation of needs—which previously required multiple points of contact—into a streamlined digital interaction process that tracks both the receipt of information and the final outcomes.

Notably, the Initiative Proposal platform creates a dedicated forum for citizens, businesses, experts, scientists, social organisations, and anyone interested in Hue to contribute initiatives and propose solutions across various fields.

Constructive and feasible ideas will be reviewed by competent authorities to inform management, policy planning, programme development, and the implementation of socio-economic tasks.

To submit a suggestion, users access the relevant section on Hue-S, authenticate their identity via VNeID select a category, enter a title and content, and attach any necessary multimedia files or location data. Submitters can choose whether to make their submissions public or private, and can track the processing status and receive direct feedback via the platform.

Notably, under new regulations, the agency assigned to handle a suggestion must review it and provide an update within two days of receipt. For proposals that have already been or are currently being implemented, the response must detail the status and results; for those not yet implemented, the competent authority must provide information regarding the research, advisory process, or feasibility studies.

This regulation ensures that the process of contributing ideas goes beyond mere receipt, linking it directly to the public agency’s responsibility to provide feedback. Consequently, the platform’s value lies not only in the volume of ideas submitted but also in the ability to distil and transform practical proposals into community-wide solutions.

City People’s Committee Chairman Le Tri Thanh has directed that all contributions be treated with respect, regardless of the contributor’s background, age, gender, or geographic location. He also emphasised that the Initiative Proposal platform needs to gradually build a knowledge repository to support the management, planning, and implementation of the city’s development agenda. “We do not underestimate any contribution; every single idea must be valued.”

Guided by this vision, the city aims to further upgrade the platform and progressively integrate artificial intelligence to synthesise, analyse, and connect ideas, as well as to assist in proposing solutions. This is a significant approach, given that the resources and knowledge driving development stem not only from the administrative apparatus but also from practical experience, initiatives, and broader civic participation.

Ensuring process transparency and proactively unlocking investment opportunities

While the Initiatives Proposal platform focuses on broadening community participation, the Business Support platform addresses another practical need: enhancing the accountability of public agencies in receiving and resolving difficulties faced by the corporate sector.

Enterprises register, authenticate their accounts, and provide the required information to submit proposals or inquiries via the system. Submissions must be clear and accurate, accompanied by relevant documentation where applicable. The processing status and results are updated for the enterprise to track, thereby minimising delays and clarifying the responsible point of contact.

According to protocol, the system records the time a valid submission is received; the official receipt time is marked 30 minutes after the system validates the entry. For submissions made between 9:00 PM and 7:30 AM of the following working day, the system automatically logs the entry, while the actual receipt, classification, and routing are carried out during the subsequent working hours.

Within 24 hours of receipt, the assigned agency must determine its jurisdiction over the matter. For submissions falling within their authority, the maximum timeframe for review, verification, resolution, and result updates is six working days. In complex cases requiring an extension, the processing agency must clearly state the reasons for the delay and the expected timeframe, which cannot exceed seven additional working days.

Results are approved, edited, and made public in accordance with standing regulations. These timelines impose specific requirements on implementing agencies while enabling businesses to monitor their progress. More importantly, making the handling process transparent clarifies the current stage of a proposal, the responsible agency, and the completion deadline, thereby establishing a basis for evaluating the performance of official personnel.

According to Thanh, some business proposals have been overlooked due to a lack of tracking and monitoring mechanisms, and tasks requiring urgent attention have faced delays. Therefore, the development of an online platform must aim to fundamentally transform the operational approach — shifting from mere administrative management to a model of facilitation and service.

The head of the city administration has directed that the receipt and resolution of proposals be linked to the specific responsibilities of individual agencies and personnel, with clearly defined progress schedules, deadlines, and expected outcomes. The city also aims to integrate this platform with administrative procedure workflows for businesses, thereby enhancing interconnectivity, reducing implementation obstacles, and improving the investment and business climate.

Concurrently, the digital map of investment attraction projects serves as a centralised, official information channel, enabling investors to look up details — such as location, scale, sector, current status, and other relevant data — regarding projects publicly disclosed in accordance with regulations.

Data on the map encompasses general project information, construction and land-use planning, site conditions, and implementation progress. Relevant departments, agencies, and local authorities are responsible for reviewing and updating this data, ensuring the completeness and accuracy of information within their respective remits. Changes regarding planning, demographics, transport infrastructure, utilities (electricity and water), and other related factors must also be updated regularly, providing investors with a realistic basis for exploring new ventures.

Thanh noted that this platform aims to transform the approach to investment promotion: instead of requiring investors to gather information from multiple sources, the city proactively provides centralised data via a digital portal. This allows investors to research locations, planning details, land-use status, and infrastructure, as well as register their interest and track the processing status in compliance with legal protocols.

The objective is not merely to create a data-rich map, but to ensure that the information provided is timely, reliable, and genuinely useful for making investment decisions. Consequently, the responsibilities of municipal departments, agencies, and local authorities are directly linked to data quality and the effectiveness of services provided to the private sector.

The launch of these three digital platforms demonstrates that Hue City is taking concrete steps towards digital transformation by implementing tools tailored to real-world needs. However, success will not be measured merely by the platforms becoming operational, but rather by the quality of feedback and suggestions received, the speed at which requests are addressed, and the transparency of project information.

City leadership encourages residents, businesses, investors, experts, scientists, and organisations to actively utilise these platforms and contribute their insights to further refine the system. When every initiative is heard, every request is handled responsibly, and clear information regarding investment opportunities is provided, digital transformation will become a tangible driving force for Hue to enhance governance, improve the business climate, and achieve sustainable development.
