However, the clearance work in some industrial parks and clusters projects still faces many obstacles; and land allocation to infrastructure investors is still slow.
Problems in site clearance
Currently, there are 10 industrial parks and technology parks in operation in Hanoi, with a total land area of 1,348 hectares, attracting 709 active projects, with an occupancy rate of nearly 100%. However, in the process of investment, development, and operation of industrial parks in the city, many difficulties and problems have arisen, especially problems with site clearance, construction licensing, and approval of detailed planning of industrial parks and technology parks.

However, in the process of investment, development, and operation of industrial parks in the city, many difficulties and problems have arisen, especially problems with site clearance.
As an investor in the infrastructure of Hoa Lac High-Tech Park, Nguyen Khac Hai, Deputy General Director of Vinaconex Company, pointed out the problem that some areas in the technology park have not been cleared, thus affecting the synchronous investment in infrastructure in functional areas as well as the implementation of some investment projects.
Nguyen Van Loc, General Director of FPT Hoa Lac High-Tech Park Development Company, stated that FPT is implementing three projects in this area but there are still about 26.6 hectares of land that have not been cleared.

In addition, businesses are also facing difficulties with land rental prices and mechanisms and have not yet determined land rental fees and site clearance cost reimbursements. There are no contracts or land use right certificates for the projects.
According to the plan, the districts of Thach That and Quoc Oai will complete compensation and hand over the remaining 135 hectares of land to Hoa Lac High-Tech Park in 2024.
In recent years, thanks to the construction of industrial parks and clusters, Thai Nguyen Province has attracted many domestic and foreign investment enterprises with investment capital of up to tens of billions of USD and hundreds of trillions of VND, creating jobs for more than 100,000 workers, actively contributing to promoting labour restructuring and increasing budget revenue for the province.

Vinh Phuc is a small province, spanning only 1,235.2 km2, with the Tam Dao mountain range occupying a large part of the area. Therefore, to have land for industrial parks and clusters, it is necessary to convert residential land and forest land to production and business land.
While compensation and site clearance take a lot of time, many industrial parks are slow to hand over enough land area, greatly affecting the revenue of infrastructure investors as well as the revenue of the province.
In implementing the province's plan for the period 2021-2030, Thai Nguyen is urgently implementing industrial parks and clusters. However, the biggest problem at present is still in site clearance.
Establishing a working group to remove "bottlenecks"
Recently, the People's Committee of Thai Nguyen Province held a conference to assess progress and review difficulties and obstacles to promote investment in infrastructure of industrial clusters.
Le Quang Tien, Vice Chairman of the Thai Nguyen Provincial People's Committee, requested the People's Committees of districts and cities to urgently work with investors, localities and infrastructure investors for industrial clusters, to have specific commitments on the progress of each task.
Localities must devise drastic solutions to invest in building resettlement areas and removing bottlenecks in site clearance to speed up the construction progress of industrial cluster infrastructure.
Meanwhile, Thai Nguyen City is also striving to complete resettlement areas by 2025 to arrange accommodation for people and hand over the site to the infrastructure investors of Son Cam 1 and Son Cam 3 industrial clusters.

Hanoi City organises regular and ad-hoc meetings with businesses in this field and has established a special working group to remove difficulties and obstacles for projects in the area. The special working group, led by the chairman of the city’s People's Committee, focuses on removing difficulties for enterprises producing and trading in industrial parks.
Departments and branches regularly issue guiding documents, removing each obstacle of investors in industrial parks, shortening the time to handle related administrative procedures, thereby speeding up the progress of investment in building technical infrastructure for industrial parks in the area.
Hanoi aims to have nine more industrial parks by 2030, with a vision to 2050, with an area of 2,911 hectares.

Regarding Hoa Lac High-Tech Park, Chairman of the City People's Committee Tran Sy Thanh said the city will focus on directing the completion of all site clearance work for Hoa Lac High-Tech Park in 2024 and will allocate resources to invest in infrastructure and issue specific, outstanding policies and mechanisms to build and develop Hoa Lac High-Tech Park into the country's leading hub for innovation, research, development, technology transfer, and becoming a core role in the future of Hoa Lac urban area.
Hoa Lac High-Tech Park is considered as a green technology district of the capital, the 31st administrative unit, not as a land plot for building factories and plants.
In Vinh Phuc, the Standing Committee of the Provincial Party Committee has assigned specific targets on the area of site clearance for industrial parks and clusters to districts and cities, and at the end of the year, it will evaluate and review the responsibilities of the heads of district-level Party committees and authorities regarding this content.
Tran Duy Dong, Chairman of the Vinh Phuc Provincial People's Committee, requested agencies and localities to regularly grasp the situation, promptly resolve difficulties and obstacles, and create conditions for investors to speed up progress and put projects into operation as planned, especially industrial parks whose investment policies have been approved by the prime minister.
The province is researching and developing mechanisms and policies to support investment in developing industrial park infrastructure, incentives, and support for attracting investment; developing a toolkit for screening investment projects in Vinh Phuc Province; and establishing a set of criteria for selecting investors to build and operate industrial park infrastructure.
