To ensure that citizens can enjoy the National Day holiday and participate in national events in a joyful, safe, and wholesome atmosphere, the Prime Minister required leaders of ministries, sectors, and localities to continue directing and effectively implementing measures to guarantee security, public order, and fire prevention and control.

Authorities must closely monitor the situation, take proactive preventive measures, and prepare response plans to address any complex developments, avoiding passivity or unexpected incidents.

Agencies and units are asked to organise forces and means to remain on constant duty, particularly at the grassroots level, in order to ensure security and safety at key targets and projects, major national events, activities of Party and State leaders, international delegations, as well as public recreation, travel, and the health and property of citizens and businesses within their areas of responsibility.

The Minister of Public Security was directed to ensure functional units work closely and effectively with relevant agencies to keep a firm grasp on the situation, promptly advising Party and State leaders in addressing complex issues.

They must comprehensively deploy forces, vehicles, and measures to firmly safeguard national sovereignty, security, and interests; to manage critical routes, areas, and subjects; and to promptly detect, prevent, and neutralise acts of terrorism or sabotage.

Authorities must also take proactive measures to prevent and counter hostile forces’ schemes and disruptive activities, and stand ready with response plans for complex security and order-related incidents.

At the same time, measures must be taken to maintain social order and safety, crack down on crime, and vigorously eliminate social vices that often occur during festivals and at crowded venues, thereby ensuring a peaceful and happy life for the people.
