Attending the ceremony were Nguyen Van Loi, Member of the Party Central Committee and Head of the Ho Chi Minh City National Assembly Delegation; leaders of the City Party Committee, the People’s Council, and the People’s Committee of Ho Chi Minh City; representatives of the Consulates General in Ho Chi Minh City, including those of Singapore, Italy, and Germany; along with representatives from institutes, universities, and domestic and international enterprises.
The project to develop the Northern Ho Chi Minh City Science and Technology Urban Area aims to create a new growth driver based on the knowledge economy, attract high-quality foreign direct investment (FDI), and train human resources aligned with Industry 4.0. At the same time, it is envisioned as a pioneering model for green development, targeting net-zero emissions by 2050 and enhancing Ho Chi Minh City’s international standing.
The formation of the Northern Ho Chi Minh City Science and Technology Urban Area represents both an investment in infrastructure and a process of building a core innovation zone. It will serve as a convergence and integration point for strategic resources in human capital, knowledge, technology, and capital, thereby strengthening competitiveness and enabling deeper participation in global value chains, while affirming Ho Chi Minh City’s position as a leading regional hub of knowledge and innovation.
The project is expected to function as the “science and technology brain” of the high-tech manufacturing region. Its integrated spatial structure includes a core innovation zone (approximately 103 hectares in Binh Duong Ward) focused on research and experimentation, and a high-tech development belt comprising new-generation industrial parks such as Viet Nam–Singapore Industrial Park III, Cay Truong, and Lai Hung.
A key distinguishing feature of the project is the placement of the research “brain” directly within a large-scale production area, thereby shortening the cycle from research and development to commercialisation. The project also capitalises on existing infrastructure, including the conversion of the former Binh Duong Provincial Administrative Centre into a science and technology building to quickly activate operations.
Speaking at the ceremony, Bui Minh Thanh, Vice Chairman of the Ho Chi Minh City People’s Committee, said that the announcement of the Northern Ho Chi Minh City Science and Technology Urban Area project marked an important milestone, demonstrating the city’s political determination to realise the Central Government’s major policies on science and technology development, innovation, and the transformation of the growth model in the new period.
The establishment of the Northern Ho Chi Minh City Science and Technology Urban Area will not only create a new growth pole but also open up strategic space for reallocating and relocating urban, industrial, and logistics functions away from the city’s central core. This is an important condition for Ho Chi Minh City to develop as a multi-polar megacity, easing pressure on the existing inner city while improving the efficiency of space and infrastructure use.
Affirming the authorities’ commitment to accompany and provide strong support throughout the implementation of the project, Vice Chairman Bui Minh Thanh emphasised that, with a well-prepared foundation and the participation of strategic investors, international partners, the scientific community, institutes, universities, and enterprises, the Northern Ho Chi Minh City Science and Technology Urban Area is expected to become a breakthrough driving force.
It will help the city achieve double-digit growth, realise the spirit of Resolution No. 57 on breakthroughs in science, technology, innovation, and national digital transformation, overcome the middle-income trap, and gradually affirm its position as a global megacity, he added.
