Schools actively implement digital school records

In recent years, the Ministry of Education and Training has directed localities to implement digital school records at primary schools and pilot them at secondary schools, high schools, and continuing education facilities. Digital school records have the same legal validity as paper records and aim to achieve comprehensive digital transformation across educational institutions.

In the 2025–2026 school year, the People's Committee of Hong Quang Ward, Ninh Binh Province, launched a plan to implement digital school records at all primary and secondary schools in the area. Tran Quang Huy, Chairman of the People's Committee of Hong Quang Ward, said that the local authorities and educational institutions have actively developed the education sector database, integrating it with the national database to manage students' academic records, to streamline student assessment, grade promotion, school transfers, graduation, admissions, and administrative procedures. Implementing digital school records has improved the efficiency and transparency of management while reducing the administrative paperwork burden on teachers and schools.

Despite its location in a mountainous area where teaching and learning conditions remain challenging, Yen Bien Secondary School in Tuyen Quang Province has successfully advanced digital transformation, including adopting digital school records. Pham Thi Hoai Huong, the school's Headteacher, explained that a digital school record is a student's record created, stored, managed, and used in a digital environment. It contains information about the student and their academic and disciplinary progress, in accordance with current regulations.

Digital school records have the same legal validity as paper records when digitally signed or electronically authenticated by authorised personnel. These records accurately and promptly capture students' academic performance, personal development, and personal information. Headteachers, teachers, and staff digitally sign and verify the data, and are responsible for the information contained in the records.

The data in digital school records integrates with the Ministry of Education and Training's database system to support education management and help improve teaching methods, testing, and assessment. Students can also access and use their information online through the VNeID application when executing administrative procedures.

Starting in the 2025–2026 school year, Ha Chau Primary School in Thai Nguyen Province officially introduced digital school records for all pupils from Years 1 to 5. Following the initial implementation, Headteacher Nguyen Quang Sang noted that digital school records have reduced the paperwork burden on teachers while making it easier for pupils to complete administrative procedures. To ensure successful implementation, the school has installed sufficient internet-connected computers and fully updated data on teachers, pupils, academic results, and personal development results on the school's management software.

The Headteacher has issued a decision establishing a Database Management Board and a Task Force for the implementation of digital school records, appointing staff and teachers with strong information technology skills to lead the initiative. The use of digital school records has helped eliminate inaccuracies in students' information and made the management of school record information more efficient and accurate.

Meanwhile, according to Nguyen Thi Hong, Headteacher of Tan Hung Secondary School, the school has fully prepared its information technology infrastructure, facilities, and human resources, to ensure the safe and smooth implementation of digital school records. School leaders and teachers have thoroughly understood the regulations and procedures for data entry, management, and use. The school uses a unified digital school record management software system within the Hai Phong education database, which is connected to the Ministry of Education and Training's database to manage student records, electronic grade books, electronic school records, and teacher profile summaries, meeting the criteria of “accurate, complete, clean, and up-to-date”.

Moving forward, the Ministry of Education and Training will issue regulations on the management and use of digital school records in general and continuing education institutions. These regulations will standardise the creation, digital signing, issuance, use, sharing, storage, and protection of digital school record data across the education sector. Simultaneously, they will help promote digital transformation in educational management, reduce paperwork, provide greater convenience for learners and parents, and enhance the effectiveness of state management.
