This was a practical activity organised by the Viet Nam Academy of Social Sciences to celebrate Viet Nam Science and Technology Day (May 18) and commemorate the 136th birth anniversary of President Ho Chi Minh.
The documents of the 14th National Party Congress identified three strategic breakthroughs in Viet Nam’s socio-economic development, including breakthroughs in institutions and implementation; breakthroughs in human resources; and breakthroughs in infrastructure. The Congress also set the goal of becoming a developed, high-income country by 2045, in which the key objective is identified as establishing a new growth model driven mainly by science and technology, innovation and digital transformation.
In particular, for the first time in history, the Party has advocated reforming the organisational apparatus and the two-tier local government model in association with decentralisation and delegation of authority. The Party especially emphasised that the three strategic breakthroughs must be carried out “very strongly, very quickly and thoroughly”, as these are decisive levers for the country to break through and accelerate in catching up with more developed nations.
Speaking at the opening of the workshop, Professor and Doctor Le Van Loi, President of the Viet Nam Academy of Social Sciences, stated that the implementation of the three breakthroughs had initially achieved a number of positive results in recent years. Many institutional barriers related to the real estate market and business licences have gradually been removed, especially in the first months of 2026.
The policy of strongly developing the private economic sector has also contributed to unlocking investment capital for large-scale infrastructure projects such as urban infrastructure, railways and strategic transport systems. This has become one of the important factors creating momentum for the Vietnamese stock market to reach its highest level in history immediately after the Congress.
The workshop received 40 papers and was organised into two discussion sessions. The first session focused on “Institutional Improvement and Innovation in Development Governance Thinking in the New Era”, while the second session addressed “Solutions for Implementing the Three Strategic Breakthroughs in Key Areas”.
This was an opportunity to acknowledge and listen to the profound and practical contributions and opinions of experts and scientists, helping the Party and the State improve policies, contribute to institutional reform and perfection, and realise the aspiration for a strong and prosperous Viet Nam in the new era.
