According to the ministry, Viet Nam Labour Skills Day aims to raise awareness and encourage the community to prioritise and invest in workforce skills development. This is expected to help improve productivity, work efficiency, and the competitiveness of the economy.

The activities are intended to encourage students and workers to pursue lifelong learning and training, gradually improving their qualifications and occupational skills. The occasion also recognises the role of a skilled workforce, particularly workers with advanced technical skills and professional expertise.

One of the objectives is to strengthen coordination among the State, educational institutions, businesses, and society in training and skills development. Such cooperation is expected to help workers adapt proactively to changes in the labour market amid globalisation and international integration.

Pursuant to the Law on Employment No. 74/2025/QH15, the 2019 Labour Code, the Government’s Decree No. 138/2026/ND-CP dated April 7, 2026, and relevant regulations, the Ministry of Home Affairs has called on ministries, sectors, local authorities, and businesses to collaborate on organising practical and effective activities marking Viet Nam Labour Skills Day.

The activities will focus on developing occupational skills, improving the quality of the workforce, and meeting the needs of businesses and the labour market. They are also expected to contribute to the goals of building an independent, self-reliant, and sustainable economy and enhancing the country’s standing, in line with Resolution No. 59-NQ/TW and relevant policies and orientations.

The ministry has asked ministries, ministerial-level agencies, People’s Committees of centrally run provinces and cities, and businesses to select suitable activities based on their practical conditions and Decision No. 1486/QD-TTg. These activities should be aligned with the functions and responsibilities of each agency or organisation and deliver tangible results.

Under the guidance, organisations may implement a range of occupational skills development activities in line with Appendix I and use the communication messages set out in Appendix II attached to the official dispatch. Priority should be given to activities that address the actual needs of businesses and workers and produce concrete outcomes. Activities should aboic superficiality and wastefulness, and must not generate unnecessary tasks or costs.

Activities marking Viet Nam Labour Skills Day are encouraged to take place regularly and continuously, with a particular focus on the peak period of October 1 to 4.
