The association was formally established under Decision No. 1217/QD-BNV dated October 22, 2025, issued by the Minister of Home Affairs. Embracing the spirit of “Solidarity–Creativity–Development–Integration”, the inaugural congress of the VCMA for the 2025–2030 tenure discussed and reached strong consensus on the association’s objectives and operational directions for its first tenure.

Speaking at the congress, Deputy Minister of Home Affairs Vu Chien Thang affirmed: “The establishment of the VCMA is an objective and essential requirement in the current context, in line with the policy of socialisation in the fields of culture and the arts, while also promoting the development of the cultural industries and the country’s international integration.”
