The Government’s programme aims that by 2030, it will research and master technologies for the design, integration, manufacturing, testing, and application of six strategic technology products; and support the formation of at least three strategic industries, creating new product and service lines with high value-added.
The programme targets the research, development, and mastery of core technologies, strategic technologies, and strategic technology products with high localisation rates and value added, capable of replacing imports and being exported.
At the same time, it will support the formation of several strategic industries with international competitiveness, making significant contributions to economic growth, ensuring national defence and security, and strengthening national technological autonomy.
By 2030, the six strategic technology products to be researched, mastered, and put into application include: large language models and Vietnamese virtual assistants; edge-processing AI cameras; autonomous mobile robots; 5G mobile network systems and equipment; blockchain network infrastructure and application layers for traceability and tokenised assets; and unmanned aerial vehicles.
Alongside this, the programme focuses on mastering core technologies of strategic technology products; researching, developing, and manufacturing modules with high value-added and strong commercialisation potential within the global value chains for strategic technology products. It will develop strategic technology products capable of replacing imports, meeting at least 30% of domestic demand, and being exported abroad.
The programme will also support at least 30 enterprises and 10 research institutes and universities to participate in the research and development of core technologies and strategic technology products with global competitiveness; and support the development of 100 supporting enterprises supplying equipment and services related to the development of strategic technology products. At the same time, it will support the formation of at least three strategic industries, creating new product and service lines with high value-added.
To achieve the above objectives and requirements, the programme sets out six task groups and solutions: improving mechanisms and policies; supporting research, development, and capacity building; supporting innovation and market development; developing human resources; promoting international cooperation; and enhancing awareness and management effectiveness.
Funding for the programme will be ensured from the state budget according to decentralisation, within the total 15% of state budget expenditure for science and technology allocated to strategic technology research; capital from organisations, enterprises, and the private sector participating in programme implementation; and other lawful funding sources in accordance with regulations.
Under Decision No. 2815/QD-TTg, a Programme Implementation Task Force will be established, headed by the Minister of Science and Technology. The Minister of Science and Technology will decide on the approval of the task force membership list and issue the task force’s operating regulations.
