Deputy PM calls for more investment and resources for ethnic minority groups

NDO—Deputy Prime Minister Truong Hoa Binh has asked local authorities to better their implementation of the Government’s Decree No. 05 on work relating to ethnic groups and attach priority on mobilising more investment and resources for ethnic minority groups.

The Government official made the request on November 30 while chairing an online conference on reviewing the Government’s Decree No. 05/2011/NĐ-CP, which was issued on January 14, 2011, on work relating to ethnic minority groups.

The Decree is the most important legal document to have been promulgated by the Government relating to work concerning ethnic minorities, as it identified thirteen categories into which to organise policy and State management on the issue.

The decree has laid a legal foundation for a common awareness of and action plan for those working in the field, thereby facilitating the deployment of the Strategy for Ethnic Minority Work by 2020 and the action plan to realise the strategy.

Addressing the conference, Deputy PM Binh asked for closer coordination among ministries, sectors and local governments in implementing the decree as well as in reviewing, supplementing and amending current policies on work concerning ethnic minorities in order to keep them up to date with the real situation in the areas where they reside.

He tasked the Committee for Ethnic Minority Affairs with working with relevant agencies to design new policies for the 2016-2021 period while the Ministry of Planning and Investment was requested to create favourable conditions for businesses and organisations whose operation helps to develop the socioeconomic situation in mountainous regions and the areas where ethnic minority groups reside.

According to Minister-Chairman of the Committee for Ethnic Affairs Do Van Chien, over the past five years, nearly VND136 trillion (US$5.99 billion) has been sourced from the State budget for ethnic work, accounting for 12.8% of total investment for agriculture and rural development. Thanks to the investment, 100% people from poor ethnic minority groups now enjoy health insurance and primary and secondary schools have been built in 100% of their communes.
