EPC contract worth over 25.2 trillion VND signed for Quang Trach II LNG Power Plant Project

The Viet Nam Electricity (EVN) and Power Project Management Board 2 on February 9 signed the EPC contract package for Sub-project 1 of the Quang Trach II liquefied natural gas (LNG) power plant project, valued at more than 25.202 trillion VND (including 639.8 million USD and 8.341 trillion VND).

Under the signed EPC contract, the contractor consortium undertaking the EPC (Engineering, Procurement, and Construction) package comprises Power Construction Corporation of China (POWERCHINA) and Viet Nam Machinery Erection Corporation (LILAMA). The EPC consortium will cover design, procurement, construction, installation, trial operation, and handover of the plant, ensuring the project meets the schedule set out under Power Development Plan VIII and complies with high standards on quality, safety, and the environment.

Once in operation, the Quang Trach II LNG power plant is expected to supply about 10 billion kWh of electricity each year to the national power system, contributing to energy security, increasing the share of electricity sources in a greener direction, and supporting the energy transition targets under Power Development Plan VIII.

Speaking at the ceremony, Dang Hoang An, Chairman of EVN’s Members’ Council, stressed that the signing of the EPC contract for the Quang Trach II LNG power plant project is an important milestone, demonstrating EVN’s determination to implement large-scale, modern power source projects that are environmentally friendly.

Le Manh Hung, a member of the Party Central Committee and Acting Minister of Industry and Trade, emphasised that the project plays a particularly important role in ensuring energy security and meeting the requirement for double-digit economic growth in the coming years.

To keep the Quang Trach II LNG power plant project on schedule and ensure quality and investment efficiency, Acting Minister Le Manh Hung requested that EVN and the contractor consortium to implement the EPC contract in full compliance with the law, meeting requirements on progress, quality, safety and effectiveness, while strictly controlling costs to prevent delays, cost overruns and any other irregularities.

The project is being built in Hon La Economic Zone, Phu Trach Commune, Quang Tri Province. Its total investment is more than 52.490 trillion VND, including 20% equity and 80% commercial loans. The overall project comprises two sub-projects: Sub-project 1, the power plant, with a total investment of more than 40.123 trillion VND; and Sub-project 2, the LNG storage and port, with an estimated total investment of 11.800 trillion VND.
