This annual publication serves as a strategic tool to support the effective and sustainable implementation of large-scale capital flows from Europe into Viet Nam.
The Whitebook was formally presented by EuroCham to Deputy Minister of Finance Tran Quoc Phuong, in the presence of Deputy Prime Minister Ho Duc Phoc and European Commissioner for International Partnerships Jozef Síkela.
Under the theme “Reform & Reinvention: A New Era for Viet Nam in the Global Economy”, the publication offers a comprehensive set of policy recommendations grounded in the practical experience of the business community.
These proposals are designed to complement the Vietnamese Government’s ongoing reform efforts, aiming to build a transparent, predictable and efficient legal environment, thereby translating investment commitments into tangible socio-economic outcomes.
Ensuring capital flows for next phase of development
In the context of intensifying global competition for investment, advantages no longer stem solely from cost. International investors have been increasingly prioritising legal transparency, governance efficiency and sustainable development standards (ESG). As Viet Nam attracts growing volumes of strategic capital, its development focus is shifting from pure growth targets to a model characterised by sustainability, stability and predictability.
Drawing on the expertise of EuroCham’s 20 sectoral committees, the Whitebook 2026 outlines a policy roadmap to help Viet Nam effectively harness this investment momentum. While European capital is ready to support projects in transport infrastructure, energy transition and digital infrastructure, the current challenge lies not in commitments but in the capacity for effective implementation.
The Whitebook therefore focuses on addressing operational and regulatory bottlenecks, while proposing transparent, consistent and predictable mechanisms to facilitate the effective nationwide implementation of large-scale projects.
EuroCham Chairman Bruno Jaspaert noted that the global business environment is becoming increasingly volatile and risk-prone, making investment decisions more dependent on clarity, consistency and trust in the legal framework.

The EuroCham Chairman added that the Whitebook 2026 serves as a guiding framework to turn multi-billion-EUR investment commitments into effective outcomes, thereby strengthening Viet Nam’s position in the global value chain.
Strategic priorities
The Whitebook is not merely a collection of theoretical recommendations; it is a policy instrument designed to deliver concrete and measurable impact.
A key pillar of the publication is the “Must-Win Battles” initiative, which focuses on reform recommendations capable of generating rapid and tangible improvements to the business environment.
Over the past year, through regular and constructive dialogue with Government agencies, 10 recommendations have been fully accepted, seven partially adopted, and 22 remain under implementation.
These developments have led to tangible improvements for business operations, including the expansion of visa exemption policies, the simplification of work permit procedures, and enhanced support for on-the-spot import-export activities. Such outcomes underscore the effectiveness of structured, solution-oriented policy dialogue between EuroCham and the Vietnamese Government.
From the Whitebook to policy dialogue
The year 2026 also marks a new step forward in the implementation of the Whitebook. Beyond the publication itself, EuroCham will organise the Whitebook Dialogue Week with a series of in-depth working sessions with relevant ministries and agencies of the Vietnamese Government.
Through sector-specific dialogue sessions, the EuroCham community will directly share operational insights from more than 1,400 member enterprises, guided by the expertise of its 20 sectoral committees. This process aims to contribute practical solutions to the ongoing refinement of policies.
The objective is to transform the Whitebook from a reference publication into a dynamic policy dialogue platform, bridging private sector expertise with the Government’s development vision.
Chairman Jaspaert said Viet Nam possesses many advantages to enter its next phase of development: a strategic location, a solid economic foundation and a clear growth vision. EuroCham’s role is to help ensure that policy frameworks keep pace with that ambition.
As Viet Nam accelerates its green transition and continues to refine its institutional framework, the EuroCham’s Whitebook 2026 serves as a vital bridge between policy vision and practical implementation in the private sector. It supports Viet Nam in building a more competitive, sustainable economy that is more deeply integrated into global value chains.
