Addressing the workshop, former Minister of Science and Technology Nguyen Quan emphasised that Resolution No. 57 represents a major policy breakthrough and serves as a lever for the development of science and technology.
It also provides a foundation for moving towards further policy breakthroughs for science and technology enterprises, enabling this sector to truly become the backbone of today’s digital economy.
According to Dr Pham The Dung from the VAA, current support measures are focused on enhancing science and technology capacity, innovation, and digital transformation; providing financial support for science and technology and innovation activities; technology transfer; technology mastery and development; and strengthening intellectual property rights.
He added that enterprises themselves also need to be proactive in innovation, while the government should continue to refine support mechanisms and promote linkages within the science and technology, innovation, and digital transformation ecosystem.
From the VAA’s perspective, Dr Dung noted that the association has implemented numerous activities to support the science and technology business community, while also connecting automation enterprises with the innovation ecosystem.
In her presentation at the workshop, Tran Thanh Viet, Chief Executive Officer of VGreen — an electric vehicle charging network developer — shared that policy implementation still faces many barriers, particularly in accessing resources for research and development, completing specialised scientific dossiers, and translating support policies into concrete operational mechanisms.
In addition, there are constraints relating to science and technology human resources, the capacity to absorb and deploy technology, as well as increasingly stringent requirements for quality management and technical standards.
Viet stressed that science and technology need to be placed at the centre of the entire investment project implementation process, from consultancy, appraisal, and evaluation through to execution.
She also noted that, as Viet Nam promotes the development of the private sector and identifies science and technology alongside innovation as pillars of sustainable growth, removing barriers for science and technology enterprises is seen as an important requirement for strengthening the innovation ecosystem.
At the workshop, experts also reached a strong consensus on the need to promptly improve the legal framework and incentives for investment in research and development in a transparent and flexible manner, while enhancing the effectiveness of linkages among the government, research and training institutions, and enterprises.
