Previously, the Government assigned the Minister of Culture, Sports and Tourism to preside over and coordinate with relevant ministries and agencies to finalise the draft Resolution.
According to the Ministry of Culture, Sports and Tourism, the draft Resolution on a number of breakthrough mechanisms and policies for the development of Vietnamese culture aims to institutionalise some key viewpoints, objectives, tasks, and solutions of Resolution No. 80-NQ/TW of the Politburo dated January 7, 2026, on the development of Vietnamese culture.
The project also aims for a fundamental and comprehensive reform of thinking regarding the mobilisation of resources for cultural development, in which state resources play a leading role, and social and private sector resources are important driving forces. In addition, it aims to enact breakthrough mechanisms and policies to effectively mobilise and utilise investment resources for culture, attract and value talent; and create new spaces and impetus for cultural development.
The draft Resolution consists of 10 articles: Article 1 on the scope of regulation and subjects of application; Article 2 on the principles of applying breakthrough mechanisms and policies; Article 3 on Viet Nam Culture Day; Article 4 on attracting investment resources for culture; Article 5 on investment incentives, sponsorship, and activities in the cultural field; Article 6 on exploiting, operating, and effectively promoting cultural and sports institutions; Article 7 on ensuring commensurate resources for cultural development; Article 8 on policies for rewarding and developing cultural and sports talents; Article 9 on implementation; Article 10 on enforcement provisions.
