In the period of 2023-2025, Hanoi aims to build a modern, democratic, and civilized rural area, with synchronous socio-economic infrastructure according to urban criteria, clean green environment, and a healthy, rich cultural life imbued with national identity. The city is determined to complete all the goals of new-style rural area building by 2025.
Many goals accomplished and exceeded
According to the mid-term report on the implementation of Programme No. 04, Hanoi recognised 14 more communes of Ba Vi and My Duc districts for meeting the standards for new-style rural areas in 2021. Accordingly, by the end of 2021, Hanoi had 100% of communes meeting the standards for new-style rural areas, fulfilling the objectives of the Programme for the 2021-2025 period.
In 2022, the city recognised an additional 63 communes as satisfying criteria for advanced new-style rural areas, exceeding the assigned target in 2022 of 38 communes.
In 2023, districts and towns registered to recognise an additional 61 communes as satisfying criteria for advanced new-style rural areas. It is expected that by the end of 2023, the city will have a total of 172 communes satisfying criteria for advanced new-style rural areas, an increase of 16 communes compared to the target of the whole period to 2025.
Programme No. 04 has 33 targets. To date, 23 of the 33 targets under the city’s Target Programme on Building New-Style Rural Areas have been exceeded, completed, or are on track to reach the plan.
Director of the Department of Agriculture and Rural Development Nguyen Xuan Dai said that Programme No. 04 is a big programme that is of great significance to the development of agriculture, farmers, and rural areas of the capital. After more than two years of implementation, under the centralised and drastic leadership and direction of the Party Committee, the government from the city to the grassroots, the participation of the whole political system, and the consensus and cooperation of the farmers, the programme has achieved positive results. Hanoi has more and more districts and towns meeting the standards for new-style rural areas.
Striving to complete goals of new-style rural area building by 2025
Promoting the achieved results, overcoming the shortcomings and limitations, Hanoi strives by 2025 to complete all goals of new-style rural area building, 100 % of districts and communes satisfy new-style rural area standards; 20% of districts and 40% of communes meet the standards for advanced new-style rural areas; and 20% of communes are recognised as “model new-style rural areas”.
Director of Hanoi Department of Agriculture and Rural Development Nguyen Xuan Dai said that in the second quarter of 2023, the department will advise the organisation of a conference of the city's steering committee for national target programs in the 2021-2025 period to vote on and consider the two districts of Ung Hoa and Ba Vi. On that basis, the city will complete the dossier and submit it to the Ministry of Agriculture and Rural Development for appraisal and submission to the Prime Minister.
Deputy Permanent Secretary of the Hanoi’s Party Committee Nguyen Thi Tuyen, who is Head of the Steering Committee for Programme 04 called for relevant agencies to review and closely follow the orientations, goals and resolutions of the Central and the city, especially the Politburo's Resolution No 15-NQ/TW, dated May 5, 2022, on orientations and tasks for the development of Hanoi by 2030, with a vision to 2045; Resolution No. 30-NQ/TW, dated November 23, 2022, of the Politburo on socio-economic development and ensuring national defence and security in the Red River Delta until 2030, with a vision to 2045; and the Central Party Committee's Resolution No. 19-NQ/TW, dated June 16, 2022, on agriculture, farmers and rural areas to 2030 with a vision to 2045.
Minister of Agriculture and Rural Development Le Minh Hoan said that agriculture and new-style rural area building in the capital need to be different from other provinces and cities. It should include the cultural values, historical identity, and the imprints of Hanoi’s landmarks in its products.
In the period of 2023-2025, Hanoi will also focus on accelerating the progress of restructuring the agricultural sector, renewing the growth model associated with the development of clean agriculture, organic agriculture, and ecological agriculture. The city will also attract and create favourable conditions for businesses to invest in agriculture and rural areas, aiming to create more jobs and increase people's incomes towards the goal of prosperous agricultural development and rich farmers.
