In his opening speech, Vice Chairman of the People’s Committee of Hung Yen province Pham Van Nghiem affirmed that in the context of the Fourth Industrial Revolution taking place strongly around the world, data has become a strategic resource, an important “fuel” for the digital economy and digital transformation. Developing a data economy is an inevitable trend, opening up great opportunities to improve labour productivity, competitiveness, innovate growth models and more effective governance.
For Hung Yen province, promoting the development of the data economy is of particular importance in the current period, when Hung Yen province is promoting industrialisation and modernisation, towards building a digital government, digital economy and digital society. The data economy will help Hung Yen increase the management and operation efficiency of authorities at all levels; support businesses to innovate, optimise production and business; develop new economic sectors, create high-quality jobs and especially contribute to the implementation of sustainable development goals, making Hung Yen a modern, civilised and prosperous industrial province.
Vice Chairman of Hung Yen Provincial People’s Committee Pham Van Nghiem noted that in the coming time, Hung Yen province will continue to improve the province's digital infrastructure and shared data platform; develop data centers, centers for innovation and digital startups; promote the application of Big Data, artificial intelligence (AI) in state management, production, trade and services; build incentive mechanisms, prioritise innovative enterprises, develop data economy; make digital transformation and data economy become the key driving force in the province's socio-economic development strategy to 2030, with a vision to 2045.
The Science - Technology, Innovation and Digital Transformation Forum not only demonstrated the strategic vision and high political determination of Hung Yen province in concretising Resolution No.57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation, but is also a practical action contributing to the successful implementation of the Resolution of the 1st Congress of Hung Yen Provincial Party Committee, 2025 – 2030 tenure, gradually making the goal of developing science, technology, innovation, digital transformation become the main driving force and one of the three development breakthroughs of the province in the coming term into reality.
The forum is considered an opportunity for scientists, managers, experts and the business community to discuss and share experiences, models, solutions and policies for effective data economic development; through that, clarify the role of data in socio-economic development; build an open, connected, and shared data platform to serve the province’s digital economic development; propose policies to support businesses, science and technology organisations, and startups to innovate based on data; connect the State, enterprises, institutes, people; forming a data and innovation ecosystem in Hung Yen.
At the Forum, the People’s Committee of Hung Yen province and the National Data Association signed a Memorandum of Understanding on strategic cooperation, in which they agreed on a specific action plan with the results that within 90 days, 10 cooperatives will apply the NDA Trace platform, 200 tourism businesses will participate in Visit Hung Yen, 100% of departments and branches will have a focal point in charge of data; 2 IOC operating boards will be operated on a trial basis and within 180 days, 50 data sets will be publicly opened on the provincial data portal; SOC Centre (Viettel/VNPT) will operate 24/7; and a report on the impact assessment of data in public administration and services will be published.
On this occasion, the People’s Committee of Hung Yen province launched the virtual assistant platform of Hung Yen province.
Within the framework of the Forum, the Digital Experience exhibition took place with the participation of 11 booths from strategic partners: Viettel, VNPT, AgriS, MISA, VietinBank, MobiFone, Vietcombank, Tri Nam Group, PILA, TH True Milk, Loca AI and Sandbox.
