Hung Yen Province promotes social housing development

Hung Yen Province, currently undergoing industrialisation and modernisation process, attracts a large number of workers from within and outside the province to its industrial zones, clusters, and economic areas. As a result, the demand for social housing for workers is rising sharply. This issue is being actively addressed by the provincial authorities.

At the groundbreaking ceremony of the social housing project for workers at Yen My II Industrial Park, Tran Kien Cuong, Director of Hoa Phat Yen My Urban Development Joint Stock Company, said that the project is a concrete initiative by Hoa Phat Group in response to the Government’s programme to develop at least one million social housing flats by 2030. He affirmed the company’s commitment to ensuring on-schedule implementation, quality, and technical standards, creating a modern living environment with comprehensive facilities to meet the long-term housing needs of workers in industrial parks and local residents. The first apartment buildings are expected to be completed and handed over by June 2027, helping to ease housing shortages and improve workers’ living conditions in industrial parks.

The social housing project for workers at Yen My II Industrial Park covers an area of 31 hectares, with an investment of nearly 5,000 billion VND. It includes 27 apartment buildings of up to 11 floors, with a total construction floor area of nearly 580,000 square metres. Apartments have areas from 36 to 70 square metres, including one to three bedrooms. A commercial townhouse area of up to five floors will be built on more than 2.3 hectares. About 1.9 hectares will be reserved for a central park corridor featuring playgrounds, jogging tracks, a square, sports areas, camping sites, and a lake. Pedestrian streets will run along the low-rise blocks, while each apartment cluster will include community spaces such as libraries, playgrounds, walking paths, and essential services. Social infrastructure will comprise a cultural house of more than 2,000 square metres, medical services of nearly 6,000 square metres, schools of 11,200 square metres, and a commercial and service area of over 4,500 square metres.

According to a report by the Hung Yen Provincial People’s Committee, during the 2021–2030 period, the province has been assigned by the Prime Minister to build 42,500 social housing units. Of which, about 13,100 units are planned for 2022–2025 and about 29,400 units for 2026–2030 period. In 2025 alone, Hung Yen has been tasked by the Prime Minister to construct 1,750 flats.

From 2021 to 2024, Hung Yen completed two social housing projects with a total of 1,002 finished flats. The province is currently implementing four more projects with a total of 3,588 flats. Three of these are expected to be completed in 2025, providing 2,097 flats in total. They include the low-income housing project in Hien Nam Ward, constructed by Hung Yen Housing Investment and Construction Joint Stock Company with the scale of 1,088 flats; the Lac Hong Phuc social and commercial housing project in My Hao Ward, invested by Lac Hong Phuc Development Joint Stock Company is completing three buildings with 649 apartments; and the social housing in the Pho Noi Industrial Park service area, invested by Tan Sang Trading Service Joint Stock Company, constructing two nine-storey blocks.

However, many challenges have emerged during the process of implementing social housing projects in Hung Yen. Investment attraction has been hindered as investors have struggled to access preferential credit sources, while rising material and labour costs have pushed up social housing prices. Many enterprises operating in industrial parks wish to develop social housing for their workers but face difficulties in recovering capital and allocating land fund; consequently, most enterprises can only offer partial rental support to workers instead of investing directly in housing construction. In addition, investor-selection procedures for social housing projects remain complex and time-consuming, limiting the effectiveness of investment attraction.

To overcome these obstacles and promote the sustainable development of the social housing market, Hung Yen Province is reviewing and supplementing its urban and industrial zone planning to ensure sufficient land for social housing development. The selected sites for social housing are carefully chosen and prioritised for favourable, well-connected locations near urban areas and industrial parks to attract residents and workers. Relevant authorities are strengthening inspection, supervision, and oversight of social housing project implementation, proposing to replace investors lacking capacity or goodwill. The province is also enforcing Official Document No. 843/UBND-KT1 issued by the Hung Yen Provincial People’s Committee to accelerate the progress of social housing projects in the province.
