Affirming its position as a growth pole
Following the merger, Bac Ninh has unlocked a vastly expanded development space to fully tap its potential, advantages, and distinctive identity. This is not merely an expansion in administrative scale, but also the powerful convergence of two of the country’s most dynamic growth poles, bringing together the formidable strengths of major centres for electronics and high-tech industries, modern logistics, and large-scale commercial agricultural production. As part of this transformative process, Gia Binh, one of 12 communes in Bac Ninh set to become wards, has been identified as a vital new growth pole for the province, closely connected with key national infrastructure projects such as Gia Binh International Airport, a commercial hub, and a modern logistics system.
Vu Van Quy, Standing Deputy Secretary of the Party Committee and Chairman of the People’s Council of Gia Binh Commune, said the establishment of Gia Binh Ward would not only be in line with development trends and the level of urbanisation in the area, but would also help expand urban development space, create momentum for socio-economic development, improve residents’ quality of life, and make effective use of the locality’s potential and advantages, while ensuring national defence and security and preserving its cultural identity and historical traditions.
Building on its favourable geographical location, increasingly seamless infrastructure, high-quality human resources, and determination to develop an enabling, service-oriented administration, Bac Ninh has continued to firmly establish itself as a trusted and highly attractive investment destination for both domestic and foreign businesses.
In 2025, the provincial economy impressively reached more than 523 trillion VND, equivalent to approximately 20 billion USD, ranking fifth nationwide, while GRDP growth reached a robust 10.27%. In the first six months of the year alone, the province’s GRDP was estimated to have grown 10.56% year on year, placing it among the select nine localities recording double-digit growth. Total import-export turnover was estimated at 106.4 billion USD, firmly maintaining Bac Ninh’s position among the country’s two leading localities.
Notably, with more than 3,600 foreign-invested projects, Bac Ninh has become a premier destination for numerous global corporations and is gradually cultivating a comprehensive, large-scale ecosystem of electronics, high-tech, and semiconductor industries. This has brought with it extensive networks for production, research and development, supporting industries, and supply chains, significantly strengthening the province’s ability to participate in global value chains. As a result, a new growth pole has emerged, making an important contribution to the scale, pace, and quality of growth of the national economy.

According to Pham Hoang Son, Deputy Secretary of the Provincial Party Committee and Chairman of the Bac Ninh Provincial People’s Committee, the province has considerable room for development, with 39 established industrial parks covering a total area of 11,629.5 hectares and an occupancy rate of around 53.05%, as well as 94 established industrial clusters covering 3,617 hectares.

A foundation for take-off
On June 20, 2026, the Politburo issued Conclusion No. 52-KL/TW, agreeing in principle to establish Bac Ninh City as a centrally governed municipality based on the administrative boundaries of Bac Ninh Province. This milestone marked the beginning of an ambitious journey to build a dynamic and modern city with a strong cultural identity rooted in the Kinh Bac region, as the country enters a new era of development.
The General Planning for Bac Ninh Urban Area to 2050, with a vision to 2075, recently approved by the Prime Minister, sets out a clear goal for Bac Ninh to become a modern and smart urban centre with regional competitiveness in Asia by 2050. By 2075, it aims to become an international-scale megacity and an economic, innovation, and trade hub for the northern region.

At this point, the establishment of Bac Ninh City has successfully met all five conditions stipulated in the Law on Organisation of Local Government No. 72/2025/QH15 and all seven criteria for establishing a centrally governed city under Resolution No. 112/2025/UBTVQH15. The Standing Committee of the National Assembly and the National Assembly are considering the resolution for approval at the first extraordinary session of the 16th National Assembly, with the resolution establishing Bac Ninh City expected to take effect on September 20, 2026.
Notably, throughout its development journey, Bac Ninh has not focused exclusively on raw growth figures, but has consistently placed people at the centre of its core values. The education, healthcare, cultural, housing, and park systems, as well as public spaces and social infrastructure, are being planned in an integrated manner with the goal of creating a liveable city where every resident can enjoy high-quality services in a green, safe, and civilised environment. At the same time, the province is deeply committed to preserving and promoting the distinctive cultural values of the Kinh Bac region.

With our rich cultural and revolutionary traditions, spirit of solidarity, and aspiration to advance, we are confident that Bac Ninh will have all the necessary factors and conditions to become a centrally governed city — developing rapidly and sustainably into a modern city with a strong cultural identity, worthy of the trust placed in it by the Party, the State, and the people.”
Having fully met the prescribed criteria, gradually affirmed its position as a new growth pole, and benefited from strong central government support and broad public consensus, Bac Ninh is now ready to take off as a centrally governed city, developing into a knowledge-based, innovative, and liveable city and a powerful new engine of national development.
