Lao Cai mobilises over 11 trillion VND for national target programmes

The People’s Committee of Lao Cai Province held a conference on June 9, to review the implementation of three key National Target Programmes during the 2021–2025 period.

These include the New-Style Rural Development Programme, the Sustainable Poverty Reduction Programme, and the Socio-Economic Development Programme for Ethnic Minority and Mountainous Areas. These strategic initiatives aim to promote socio-economic development, enhance national defence and security, and improve rural incomes across the province.

As of now, Lao Cai has achieved or exceeded most annual and five-year targets. The province’s average poverty reduction rate for 2021–2025 is estimated at 4.48% per year, surpassing the set goal by 0.48%. In poor districts, the figure is 7.89% annually, while the rate among ethnic minorities averages 6.63% per year—both above their respective targets.

Between 2021 and now, Lao Cai has supported the construction and repair of 18,591 houses for poor and policy-beneficiary households, including 13,418 newly built homes. From 2024 to 2025, 10,635 temporary houses will be replaced, of which 8,723 have already been completed. Full completion is expected by June 30, 2025.

To date, 65 out of 126 communes have met new-style rural standards, including seven classified as advanced rural communes.

The total funding mobilised for the three programmes amounts to over 11.18 trillion VND (429.3 million USD), including 6.25 trillion VND from the central budget, 1.94 trillion VND from the provincial budget, and 3.2 trillion VND from other sources.

At the conference, Vice Chairman of Lao Cai Provincial People’s Committee Hoang Quoc Khanh affirmed the province’s strong political commitment and strategic focus. While acknowledging challenges such as coordination gaps and sustainability issues, he called for greater efforts to achieve remaining targets and prepare for the 2026–2030 phase.
