According to Viet Nam Social Security, with policies becoming increasingly comprehensive, the implementation of the health insurance policy in 2025 has continued to yield positive results. By the end of the year, the number of health insurance participants nationwide is projected to reach about 97.57 million, covering roughly 95.16 per cent of the population, which is more than two million higher than in 2024.
In 2025, Viet Nam Social Security signed contracts for health insurance-funded medical examination and treatment with more than 12,300 healthcare facilities across the country. The total number of health insurance-covered medical visits is estimated at 195.5 million, a marked increase over 2024. Total proposed payments from the Health Insurance Fund are estimated at around 166.447 trillion VND, with expenditure largely concentrated on medicines, hospital bed charges, and medical supplies.

The year 2025 marks a significant turning point for health insurance policy, with a series of new regulations introduced to expand coverage, enhance benefits, and improve the quality of health insurance-funded medical services for the public. Law No. 51/2024/QH15 amending and supplementing a number of articles of the Law on Health Insurance (the 2024 Law on Health Insurance) was passed by the National Assembly on November 27, 2024 and took effect on July 1, 2025.
The promulgation of the Law has translated all key proposals put forward by Viet Nam Social Security into practice, providing a solid legal foundation for the continued refinement of health insurance policy towards broader coverage, better protection of participants’ rights, and the sustainable strengthening of the health social security system.
Notably, policy groups targeting pregnant women, people with chronic illnesses, pupils and students, children under six, and older people have generated a positive social impact. Access to healthcare services has become more convenient, humane, and equitable, contributing to improved quality of healthcare for the population.
These innovations in health insurance policy have brought about clear shifts in public awareness and behaviour, strengthening confidence in the national health social security system. In doing so, they make an important contribution to the goal of universal health insurance, ensuring that all citizens receive healthcare in a fair, sustainable, and humane manner.
