Effective health-care services throughout 14th National Party Congress

To prepare health-care services for the 14th National Party Congress, under the direction of the Ministry of Health, hospitals such as Bach Mai, Huu Nghi, Viet Duc and Military Hospital 108, together with their doctors and nurses, have been fully ready to respond to any situations that may arise.

Professor Nguyen Lan Viet, Chairman of the Northern Regional Council for the Protection of Cadres’ Health, stated that, under the direction of the Ministry of Health, medical staff have developed hypothetical scenarios such as patients experiencing blood pressure problems, circulatory arrest, and even cases of multiple trauma, in order to conduct training and prepare specific response plans for each scenario so as to ensure the best possible handling.

Professor Nguyen Lan Viet affirmed: “With thorough and detailed preparation, modern equipment systems have always been on standby. Even in very severe cases, the medical teams will ensure timely emergency treatment.”

With experience in both operational work and direction of medical services for Party Congresses, Associate Professor, Doctor Dao Xuan Co, Director of Bach Mai Hospital, noted that Party Congresses are usually held at the beginning of the year, when the weather is often very cold. Therefore, medical staff are well aware of the disease patterns that delegates and participants may encounter in cold weather, such as acute respiratory illnesses, influenza, and cardiovascular diseases. Accordingly, once these risk patterns were identified, medical staff had been preparing for this work for many months in advance.

“We selected experienced personnel and invited professors such as Professor Nguyen Lan Viet, Professor Nguyen Gia Binh, along with other specialists in each field, to train the forces on duty at the 14th National Party Congress. Human resources were selected very carefully, ensuring that medical staff participating in services for the 14th National Congress possess strong professional competence, high ethical standards, and have undergone very rigorous training,” said Professor Dao Xuan Co.

It is known that all hypothetical scenarios were developed with specific plans and rehearsed many times at the conference hall itself prior to the opening of the 14th National Party Congress. Bach Mai Hospital prepared the most advanced equipment for such scenarios, including ventilators, hospital beds, and, notably, imaging equipment.

Sharing about the care of delegates during the days of the 14th National Congress, Professor Dao Xuan Co said that on 21 January a delegate had a fall. When the delegate was attended to by the medical team, he was quite surprised to find that, upon arriving at the Emergency Department of Bach Mai Hospital, there were ultrasound machines and X-ray machines just like those in a full-scale hospital.

In addition, Bach Mai Hospital was equipped with laboratory testing machines capable of conducting all parameters as in the hospital setting, enabling timely diagnosis and treatment for delegates. In the most extreme situations, such as special cardiovascular emergencies, heart–lung machines were available and could quickly establish extracorporeal circulation on site, ensuring the highest level of safety in any situation that might occur.

Professor Dao Xuan Co affirmed that, with experience and thorough preparation in terms of equipment, personnel and essential medicines, this was the occasion on which medical staff had the most optimal conditions to participate in the Congress in their role of providing and caring for the health of delegates.

Sharing views on epidemic response efforts, Associate Professor, Doctor Tran Nhu Duong, Deputy Director of the National Institute of Hygiene and Epidemiology under the Ministry of Health, affirmed that the health-care plans prepared for the 14th National Party Congress had been directed and thoroughly implemented by the leadership of the Ministry of Health. Alongside treatment and emergency care, disease prevention and epidemic surveillance had been closely monitored.

Regarding testing, the leadership of the Ministry of Health directed the Department of Disease Prevention, the National Institute of Hygiene and Epidemiology, the Ha Noi Center for Disease Control, and the Ha Noi Department of Health to make very careful preparations over many days. It can be said that disease prevention units and mobile epidemic response teams of the National Institute of Hygiene and Epidemiology and the Ha Noi Center for Disease Control were all positioned and ready on a 24/24-hour basis, fully capable of responding to all possible situations in order to best ensure medical services for the 14th National Party Congress.

In addition to disease prevention services at the Congress venue, the accommodation sites for delegates were also provided with comprehensive and optimal conditions for epidemic prevention and control.

“All testing duty plans of the National Institute of Hygiene and Epidemiology are fully prepared, with sufficient human resources and biosafety equipment, and are ready to receive specimens at any time for the fastest possible testing and response to all potential situations. We are very confident in our preparation and highest level of readiness to ensure the safest possible Congress, thereby contributing to the success of medical services on this occasion,” said Associate Professor, Doctor Tran Nhu Duong.
