For Tuyen Quang Province, the ministry approved the release of 703,905 kilograms of rice from the 2025 state reserves (first phase), to be delivered by the Regional State Reserves Sub-Department No. IV to Tuyen Quang Province in support of households affected by Typhoon No. 10 (Bualoi).

The rice will be distributed to commune-level administrative centres (communes, wards, or special provincial units) according to the allocation plan set out by the Tuyen Quang Provincial People’s Committee, ensuring convenience for the receipt and distribution to residents. The deadline for completing the delivery of the state reserves rice is November 25, 2025.

At the same time, the Ministry of Finance also issued a decision to release state reserve supplies to the Quang Ngai Provincial People’s Committee to serve disaster response and search-and-rescue operations in 2025. Under Decision No. 3675/QD-BTC (dated October 29, 2025), signed by the Minister of Finance, the Regional State Reserves Sub-Department No. X was authorised to provide, free of charge, equipment and materials from the state reserves to Quang Ngai Province.

The list of materials and equipment includes one high-speed DT3 rescue boat, 20 lightweight rescue tents (24.5 m² each), 2,000 life buoys, 4,000 life jackets, 40 lightweight rescue rafts, two concrete-breaking drill sets, five water pumps for firefighting, three power generators (one 30 KVA, one 50 KVA, and one 137 KVA unit), two sets of drilling and cutting equipment, and three rope-launching rescue devices.

The delivery and receipt of the above materials and equipment must be completed by November 30, 2025. The handover will take place at the state reserves warehouse, using the transport vehicles of the assigned receiving units, ensuring convenience and safety throughout the transportation and handover process.

The General Department of State Reserves (Ministry of Finance) has issued written instructions requiring the heads of Regional State Reserves Sub-Departments No. IV and No. X to promptly and closely coordinate with the People’s Committees of Tuyen Quang Province and Quang Ngai Province in the handover and receipt of rice, materials, and equipment from the state reserves. All activities must strictly comply with legal regulations, ensure proper allocation to eligible beneficiaries, and guarantee that the supplies are used for the approved purposes.
