The resolution supports the development of agricultural, forestry, and aquaculture production, One Commune One Product (OCOP) products, and the construction of new-style rural areas for the 2021–2025 period. After three years of implementation, the lives of people in challenging areas have seen significant improvements.
Under this resolution, poor and near-poor households receive 100% interest rate subsidies for loans used to purchase breeding buffalo and cows, with each individual eligible for a single subsidised loan. The maximum loan amount with interest support is 35 million VND per breeding buffalo and 25 million VND per breeding cow.
The total loan amount with interest subsidies is capped at 100 million VND per individual, with an interest support duration matching the loan term, up to a maximum of 36 months.
Ha Huu Mao, a long-time poor household resident in Ngoa Hamlet, Xuan Quang Commune, Chiem Hoa District, has benefited from this policy. In early 2022, he secured a loan of 100 million VND to purchase three breeding buffaloes. With the funds, he and his family built a stable, and they also utilised hilly land to grow elephant grass, ensuring sufficient daily feed while supplementing with starch-based feeds. Proper care has led to the birth of three calves, increasing his herd to six buffaloes. Through their diligent efforts, Mao’s family has escaped poverty as of the end of 2023.

Ngo Ngoc Oanh, Deputy Director of the Social Policy Bank’s Chiem Hoa District Branch, stated that access to preferential credit has provided numerous poor households and policy beneficiaries with the means to invest in production and improve their incomes, thus escaping poverty in a sustainable manner.
To date, more than 17,500 poor, near-poor households and policy beneficiaries in Chiem Hoa District have received loans, totalling over 708 billion VND. Of this figure, 12.46 billion VND was allocated to 144 households under Resolution No. 03 to invest in breeding buffalo. This programme has already enabled 35 households to escape poverty.
Son Duong District, with over 17,100 poor households and policy beneficiaries, has the largest policy credit balance in Tuyen Quang Province. For example, Nguyen Thị Dung, from Lien Thanh Hamlet, Phuc Ung Commune, received a 100 million VND loan under Resolution No. 03 to raise breeding buffaloes. The funding allowed her family to quickly invest in stable renovation and buffalo care. Similarly, Luu Trong Quan, in Ba Quanh Hamlet, Tan Thanh Commune, received a 100 million VND loan in 2022 to raise three breeding buffaloes. Thanks to proper care, his herd has grown to five buffaloes within two years.
Phung Ngọc Vinh, Chairman of Tan Thanh Commune, Son Duong District, highlighted that the district’s preferential credit policies have empowered families to confidently expand production and livestock farming while significantly reducing poverty.
According to the Tuyen Quang Province Social Policy Bank, since 2021, loans totalling 81 billion VND have been disbursed under Resolution No. 03, helping thousands of households develop production. These policy credit programmes have proven effective in aiding people in difficult areas to improve their livelihoods and achieve sustainable poverty reduction.
In Son Duong District alone, cumulative loans at the Social Policy Bank branch reached over 158 billion VND across 3,298 borrowers, with an average loan amount of 50 million VND per household. The total district loan balance now exceeds 856.9 billion VND, an increase of 25 billion VND compared to 2023, with over 18 billion VND allocated under Resolution No. 03.
