The event was a practical activity aimed at further translating the special friendship and comprehensive cooperation between the two parties and states into concrete outcomes in the transport sector.
The workshop was attended by Leklay Sivilay, Member of the Lao Party Central Committee and Minister of Public Works and Transport, who headed the delegation; leaders of the Viet Nam Road Administration; and representatives of specialised agencies under Viet Nam’s Ministry of Construction and the road sectors of both countries.
Addressing the event, Bui Quang Thai, Director General of the Viet Nam Road Administration, emphasised that the special Viet Nam–Laos friendship is an invaluable asset nurtured by generations of leaders and people of the two countries. On that foundation, Viet Nam’s road sector has consistently attached importance to sharing state management experience and promoting substantive cooperation programmes with Laos, especially with digital transformation becoming an inevitable trend.
At the workshop, delegates focused discussions on two key topics: infrastructure maintenance and the application of Intelligent Transport Systems (ITS). Presentations highlighted a range of digital technology solutions for monitoring construction quality, managing infrastructure data, and proactively addressing road surface deterioration.
As part of the programme, the high-level delegation from Laos’ Ministry of Public Works and Transport visited the expressway toll collection monitoring and operations centre in Ha Noi. Minister Leklay Sivilay expressed his admiration for the modern scale and integrated nature of Viet Nam’s intelligent transport management system, describing it as a valuable source of experience for Laos as it seeks to modernise its national transport network.
The minister also expressed his hope that the two sides would continue to strengthen professional exchanges and expand the training of high-quality human resources to meet development requirements in the new period.
On the same day in Ha Noi, Vietnamese Minister of Construction Tran Hong Minh held bilateral talks with Lao Minister of Public Works and Transport Leklay Sivilay to advance cooperation on transport and strategic infrastructure projects between the two countries.
During the talks, Minister Leklay Sivilay expressed his pleasure at visiting and working with Viet Nam’s Ministry of Construction and conveyed his appreciation for the warm reception that reflected the special friendship between Viet Nam and Laos. He noted that prior to the Ha Noi visit, the delegation had worked in Da Nang and Ha Tinh to exchange experience in transport infrastructure, logistics, and urban development, while also conducting field visits to several regional connectivity projects.
Speaking at the meeting, Minister Tran Hong Minh reaffirmed that Viet Nam consistently attaches great importance to and prioritises comprehensive cooperation with Laos, particularly in transport and strategic infrastructure development. He highly valued the effective coordination between the two ministries, which has helped to advance several important projects, expand development opportunities, and strengthen regional connectivity.
At the conclusion of the talks, the two ministers witnessed the exchange of cooperation documents between enterprises of the two countries, signed a record of discussions, and agreed to further enhance information sharing and coordination among specialised agencies and business communities, contributing to the implementation of major cooperation initiatives agreed upon by the senior leaders of the two parties and states.
