In this edition, the forum will be comprehensively designed, with an expanded scale, aiming to establish a national policy dialogue ecosystem with inheritance, criticism, and clear proposals, thus contributing to creating a transparent and sustainable development environment and unleashing all potentials of the Vietnamese private economic sector.

The forum will include three dialogue rounds. The first round will take place in July and August 2025 with a local-level dialogue in ten regional clusters across the country on four main topics: value chain autonomy, institutional creation, globalisation of Vietnamese values, and strategic capacity.

The second round will take place in mid-September in Ha Noi with four thematic dialogue sessions between representatives of ministries, sectors, businesses, and economic experts.

The final round will be held immediately afterwards. Delegates will attend a high-level dialogue session; issue the VPSF 2025 Joint Statement, demonstrating the commitment to accompany the private economic sector and policy-making agencies in creating a transparent and modern development environment suitable for the requirements of the new era.

According to Pham Thi Bich Hue, Vice President of the Viet Nam Young Entrepreneurs’ Association, Head of the VPSF 2025 Organising Committee, right after the forum, the association will develop an independent toolkit to assess the level of readiness to support private enterprises (especially small and medium-sized enterprises) in localities.
