The project, invested by Construction Investment Project Management Board No. 2, is being executed by a consortium comprising Xuan Quang Construction Joint Stock Company and Truong Son Construction Corporation.
The total length of the route is approximately 24.8 kilometres, beginning at the intersection between the access road to TBS Song Tra Industrial Park and National Highway 10 in Thai Binh Ward, and ending at the approach to the Luoc River overpass in Ngu Thien Commune.
The route passes through Thai Binh Ward and the communes of Nam Tien Hung, Tien Hung, Hong Minh, Hung Ha, Tien La, and Ngu Thien.
 
 The project has a total investment of more than 4.9 trillion VND, divided into two phases: Phase 1, from the National Highway 10 intersection to Dong Tu intersection, with an estimated cost of about 3,735 billion VND; and Phase 2, from Dong Tu intersection to the right bank dyke of the Luoc River, with an estimated cost of about 1,192 billion VND. The project is expected to be implemented from 2025 to 2028.
According to the design, the road will be built to a grade III delta standard, featuring several modern and synchronised components. The section through TBS Song Tra Industrial Park will meet urban road standards with a cross-section width of 63 metres; the area around the Tra Ly bridge and its approaches will have a width of 34 metres; the remaining sections will be designed as dual carriageways with an overall clearance width of about 60 metres.
The entire route will include eight bridges and nine level intersections, ensuring safety, smooth traffic flow and seamless connectivity with existing infrastructure.
