Child protection, support programme in cyberspace approved

Prime Minister Pham Minh Chinh has signed Decision No. 468/QD-TTg approving a programme to protect and support children in cyberspace for 2026–2030.

The programme aims to achieve a “dual objective” of strengthening child protection while supporting and promoting children’s healthy and positive development while enhancing digital capacity in the context of national digital transformation, thereby contributing to the formation of a new generation of “digital citizens” in Viet Nam.

During the 2026–2030 period, the programme targets that 100% of general education institutions will implement cybersecurity solutions, and that all Internet service providers in Viet Nam will integrate solutions to block harmful content on their networks.

It also aims to develop and deploy technological solutions in all provinces and centrally run cities to support digital skills education, as well as provide smart consultation and assistance for children. It ensures that all children who become victims of online abuse will receive support and intervention upon request from themselves, their families, or the community.

A range of tasks and solutions has been outlined for ministries, sectors, and localities to implement, including: continuing to consolidate and improve the legal framework; ensuring children’s right to participation and maximising their voice and intellect, while narrowing the digital divide and disparities in access to digital information among regions; promoting the development and widespread adoption of cybersecurity solutions to protect children in cyberspace, alongside digital skills education; enhancing the effectiveness and efficiency of state management and increasing corporate responsibility in implementing child protection measures in cyberspace; stepping up the application of information technology and digital transformation, and modernising information systems serving child protection efforts; and promoting the production and dissemination of healthy cultural, literary, and artistic products as well as digital entertainment content that nurtures children’s minds and fosters thinking and creativity.
