The visit helped advance numerous cooperation initiatives in innovation and start-ups with leading technology partners from both countries, including SAP, Leonardo, Bosch, Siemens Healthineers, and the Assolombarda Industrial Association.
Specifically, the delegation visited and held discussions with Technische Universität Berlin (TU Berlin) — one of Germany’s leading technical universities, known for its strengths in research, technological development, and promoting sustainable development. The Centre for Entrepreneurship (CfE) under TU Berlin serves as a focal point for advancing start-up and innovation activities and commercialising research outcomes, acting as a bridge between scientists, students, enterprises, and investors.
At the working session, Deputy Prime Minister Nguyen Chi Dung introduced the National Innovation Centre (NIC) to TU Berlin and the CfE, emphasising its role as a core driver of Viet Nam’s innovation ecosystem.
As part of the programme, on March 24, NIC and the CfE officially signed a memorandum of understanding (MoU) in Berlin, marking an important step forward in strengthening cooperation between Viet Nam and Germany in innovation, start-ups, and the promotion of strategic technology sectors.
The cooperation focuses on developing joint training and capacity-building programmes for start-ups; organising technology forums, specialised workshops, and start-up competitions; collaborating on incubation and acceleration programmes; facilitating exchanges of start-ups, students, and researchers; and implementing joint research projects in strategic technology fields of mutual interest.
The signing of the MoU between NIC and the CfE under TU Berlin not only strengthens bilateral cooperation but also opens opportunities to further enhance connectivity between the innovation ecosystems of Viet Nam and Germany.
Earlier, on the afternoon of March 20, 2026, in Berlin (local time), Deputy Prime Minister Nguyen Chi Dung held a working session with members of the Viet Nam Innovation Network, as well as Vietnamese experts and intellectuals in Germany and across Europe, including distinguished individuals directly engaged in teaching, research, and work in key and pioneering sectors such as high technology and data; healthcare and medical services; engineering, energy, and modern transport; and agriculture and the environment; alongside experts in diplomacy, economics, finance, business, and start-ups.
According to Deputy Minister of Finance Le Tan Can, the Ministry of Finance highly appreciates the contributions made by members of the innovation network, as well as Vietnamese experts and intellectuals in Germany and Europe, to Viet Nam’s innovation activities and the development of science and technology in recent years.
On this occasion, Deputy Prime Minister Nguyen Chi Dung acknowledged and highly valued the efforts of the Ministry of Finance and the National Innovation Centre (NIC) in establishing and developing innovation networks worldwide. He particularly commended the network’s tangible results in connecting knowledge, providing strategic advice for key industries, and supporting Vietnamese start-ups in expanding into the European market.
At the same time, he assigned the Ministry of Finance to continue closely coordinating with the Ministry of Foreign Affairs, the Ministry of Science and Technology, and relevant agencies to promptly translate experts’ ideas and recommendations into concrete solutions and high value-added products to address major national challenges.
Emphasising the principle that “talent is the vital resource of the nation”, the deputy prime minister called on the Viet Nam Innovation Network and the community of experts and intellectuals in Germany and Europe to further promote unity, proactively lead initiatives, and work together to “turn development aspirations into concrete actions, and transform knowledge and potential into practical value.”
