Ethical framework for Artificial Intelligence established

The Ministry of Science and Technology has issued Circular No.05/2026/TT-BKHCN on the National Artificial Intelligence Ethics Framework, aimed at guiding the research, development, and application of artificial intelligence (AI) in a safe and responsible manner for the benefit of individuals, communities, and society.

The issuance of the National Artificial Intelligence Ethics Framework helps concretise the orientation for implementing Politburo Resolution No 57-NQ/TW on breakthroughs in the development of science and technology, innovation, and national digital transformation, as well as the Law on Artificial Intelligence — which takes effect from March 2026.

According to the Circular, the National Artificial Intelligence Ethics Framework stipulates requirements for organisations and individuals throughout the process of researching, developing, and deploying AI systems.

The ethical framework also requires that human oversight and the capacity for human intervention are ensured in all decisions and actions of AI systems, in accordance with the level of impact of the systems.

At the same time, it calls for the identification and mitigation of data bias, model bias, and operational bias, while fully considering impacts on vulnerable groups such as children, the elderly, people with disabilities, and other disadvantaged groups.

Organisations and individuals must provide appropriate notification of the use of artificial intelligence, offering reasonable information about the system’s objectives, scope, data, general operating mechanisms, and limitations, thereby avoiding misunderstandings about its capabilities. The framework also encourages innovation and social responsibility in the research, development, and application of artificial intelligence.

Organisations and individuals are encouraged to conduct testing, pilot programmes and expand AI applications in a responsible manner, promoting open research and knowledge sharing in accordance with legal regulationswhile safeguarding intellectual property rights.

The National Artificial Intelligence Ethics Framework will be reviewed and updated every three years or whenever there are major changes in technology, legislation, or governance practices.
