The directive states that in recent times, under the direction of the Politburo and General Secretary To Lam, the Government, and the Prime Minister, ministries, sectors and localities have focused on cutting and simplifying administrative procedures and business investment conditions to facilitate production and business activities, thereby promoting private-sector development.
In implementing the Government’s resolutions, the Prime Minister has approved plans to reduce and simplify administrative procedures and business conditions under the management of 14 ministries and ministerial-level agencies. Accordingly, 2,051 out of 4,888 administrative procedures are to be reduced or simplified — a rate of 42%; and 2,263 out of 6,974 business conditions are to be removed or simplified — a rate of 32%. In total, 466 legal documents are expected to be amended or supplemented.
At the local level, 25 out of 34 centrally run provinces and cities have integrated and provided online public services related to business administrative procedures via the National Public Service Portal, achieving rates of over 90%, with four localities reaching 100%. All 34 localities have published lists of administrative procedures that can be implemented regardless of administrative boundaries.
This is a highly important and urgent task requiring prompt and focused completion. The Prime Minister requests that ministers, heads of ministerial-level agencies, provincial and municipal Party secretaries, and chairpersons of provincial and municipal people’s committees devote due attention and provide leadership and direction to ensure the completion of these tasks. This is to guarantee the smooth and efficient implementation of administrative reform and the delivery of administrative procedures and public services to people and businesses.
