Ha Nam develops industry towards modernity and sustainability

Ha Nam Province has received investment approval for 12 industrial parks with a total area of nearly 3,460 hectares. Of these, 8 parks covering more than 2,515 hectares are already operational, achieving an occupancy rate of 84.44%. In 2024, the province’s industrial production value (based on 2010 constant prices) reached VND 202.5 trillion, meeting 107% of the annual target. Export value was estimated at over USD 8 billion (115% of the target), and more than 12,568 new jobs were created.

Breakthrough in policy mechanism

During the 2020–2025 term, the Ha Nam Provincial Party Committee issued Resolution 11-NQ/TU dated September 15, 2021, to boost industrial development, focusing on high-tech industries, supporting industries, processing, manufacturing, and services supporting industrial growth in a modern and sustainable direction for the 2021–2025 period, with a vision to 2030.

According to Mr. Le Nguyen Ngoc, Director of the Department of Industry and Trade, the department has advised the Provincial People's Committee to issue regulations on managing the development budget for supporting industries, specifying funding levels for related activities. The department has also been reviewing, adjusting, and managing planning for industrial parks and high-tech zones. Investors are being urged to accelerate infrastructure development and provide clean, ready-to-use land for business operations.

Alongside planning and infrastructure improvements, Ha Nam is focusing on site clearance and fast-tracking infrastructure development. The province aims to maximise advantages in transport and logistics, improve technical infrastructure for public and worker transportation, and ensure efficient freight movement.

Infrastructure for electricity supply, clean water, drainage, wastewater treatment, telecommunications, security, and basic healthcare services largely meets the demands of businesses and workers.

Improve investment and business environment

Building on its policies, Ha Nam’s relevant authorities have actively promoted investment in Japan, Republic of Korea, Taiwan (China), and have expanded outreach to the US and Europe.

From early 2021 to the end of 2024, the province attracted 251 projects (96 FDI and 155 domestic), adjusted capital for 206 projects (127 FDI and 79 domestic), with newly registered and adjusted capital totalling over 2.254 billion USD and 54.2 trillion VND. In 2024 alone, 858 new enterprises were granted registration, a 14.4% increase compared to 2023.

By the end of 2024, the province had nearly 9,850 registered enterprises with total capital exceeding 192.9 trillion VND, including 6,200 active firms. Several industrial parks, such as Dong Van 1 through 5, are fully occupied, focusing on high-tech, supporting, and processing-manufacturing industries.

Established in 2019, Thai Ha Industrial Park, covering more than 2,000 hectares, is recognised for its modern infrastructure and investment effectiveness. With a nearly 100% occupancy rate, over 60% of its projects are FDI, amounting to around 700 billion VND in total investment. These businesses have created thousands of jobs for local and regional workers with competitive salaries.

The province has directed departments and agencies to implement an action programme to improve its PCI (Provincial Competitiveness Index) for the 2021–2025 period. Local authorities regularly engage with businesses to promptly resolve difficulties, fostering a business-friendly environment. Government inspections and investor selection processes comply strictly with regulations. Site clearance procedures have been efficient, facilitating smooth project implementation.

Ha Nam aims to sustain economic growth above 10% annually and industrial production growth above 14.2%. By 2025, the industrial production value is projected to exceed 280.7 trillion VND, nearly 16% higher than in 2024.

Comrade Truong Quoc Huy, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, and Head of the National Assembly Delegation for Ha Nam, stated that the province considers industry the key driver of economic transformation and growth. The focus is on developing supporting and priority manufacturing industries through cohesive policies that attract both domestic and foreign investment, increase added value, and promote spatial and territorial linkage.

Ha Nam prioritises circular economy models, green growth, high-tech applications, and environmentally friendly industries, particularly high-tech, electronics, biotechnology, pharmaceuticals, and new materials industries. The province is expediting the development of the 663-hectare Ha Nam High-Tech Park in Ly Nhan District and will continue developing four more industrial parks approved by the Prime Minister.

Additionally, Ha Nam is actively implementing the Prime Minister’s programme to build at least one million social housing units for low-income earners and industrial workers for the 2021–2030 period.

Following the motto “accompanying enterprises,” the province consistently monitors and supports businesses, removes barriers to production and operations, develops human resources, and enhances workforce training, especially for high-tech projects, to meet industry demands.
