Ha Noi to introduce policy supporting switch from gasoline to electric motorbikes

Ha Noi will issue a policy to support people to switch from gasoline and diesel motorbikes to electric ones.

In addition, the city will focus on developing infrastructure for electric vehicles, accelerating investment in urban railway lines, and increasing electric buses, serving people’s travel needs when gasoline motorbikes are banned in the inner city.

On July 14, speaking with representatives of press agencies about the implementation of Directive No. 20/CT-TTg dated July 12, 2025 of the Prime Minister on a number of urgent tasks and solutions to protect the environment and improve air quality in Ha Noi, Vice Chairman of the Ha Noi People’s Committee Duong Duc Tuan said that the city is studying a mechanism to support the collection and exchange of around 450,000 petrol motorbikes owned by residents living within Ring Road 1, ahead of a complete ban on fossil fuel-powered vehicles in the area from July 2026.

The city will report to the municipal Party Committee and submit to the municipal People’s Council for consideration and promulgation of a policy covering nearly all related conversion costs, such as registration fees and electric vehicle licensing fees.

Along with the conversion of personal vehicles, the city will invest in developing green transport infrastructure to meet the travel needs of people in the area.

The city plans to deploy small electric buses and 4-seat electric vehicles to transfer people from other areas to the Ring Road 1 area.

Ha Noi will supplement the planning of charging areas for electric cars, motorbikes and other clean energy vehicles. "In the immediate future, the city will prioritise the arrangement of charging stations at static traffic points, parking lots and in apartment buildings,” said Tuan.

Currently, in the Ring Road 1 and Ring Road 2 areas of the city, there are two urban railway lines, including the Cat Linh-Ha Dong line and the Nhon-Ha Noi Railway Station line (elevated section) put into operation.

In October 2025, the city will start construction of urban railway line 5 (Van Cao-Ngoc Khanh-Lang-Hoa Lac and) line 2 (Nam Thang Long-Tran Hung Dao.)

Also on July 14, Ha Noi established an interdisciplinary working group to advise the municipal People's Committee on implementing tasks related to the conversion of green means of transport and the development of electric vehicle charging station infrastructure in the area.
