The Guidelines serve as a framework document containing fundamental, directional provisions to act as the basis for agencies that fund scientific research and technological development activities, as well as for scientific and technological organisations to translate into internal regulations and implement within their institutions.

Their purpose is to safeguard the value of knowledge, uphold the quality of research, and foster a culture of scientific integrity and ethics, social responsibility, and sustainability in research.

The Guidelines emphasise rules ensuring scientific integrity and ethics in scientific research and technological development; preventive measures against misconduct; and the responsibilities of relevant parties.

These parties include individuals engaged in scientific research and technological development; host organisations, principal investigators and research team leaders; science and technology management units; members of councils and advisory, peer‑review and evaluation experts; and the heads of agencies funding scientific research and technological development activities, as well as scientific and technological organisations, in maintaining scientific integrity and professional ethics.

The Guidelines also contain an appendix providing a decision promulgating rules on scientific integrity and professional ethics. This is offered as a reference for funding agencies and scientific and technological organisations to translate into internal regulations and apply in practice.
