Position of teachers in educational innovation

According to the Ministry of Education and Training, the country currently has nearly 1.6 million teachers and educational managers, of which the management team accounts for more than 10%. In general, the teachers and educational managers have developed in both quantity and quality, with an increasingly reasonable structure, contributing to the success of the educational cause.

The quality of general education in recent years has been recognised and highly appreciated by the international community. The results of regional and international Olympic competitions of Vietnamese students in Mathematics, Physics, Chemistry, etc. have achieved notable results. Many educational models and active teaching methods have been applied in practice. The quality of higher education and vocational education has been significantly improved; university autonomy has been promoted, improving the quality of training and scientific research.

Teachers always uphold the fine traditions of the industry, are dedicated to their profession, and devoted to their beloved students. They have many innovations and creativity in management, teaching, and education while constantly cultivating virtue and talent, improving skills, and improving the quality of teaching. Despite facing difficult lives, many teachers have overcome the worries of daily life to excellently complete their tasks, and they are shining examples for students to follow.

However, apart from the advantages, teachers and educational managers still have many limitations such as inadequacies in quality, quantity, and structure; some of them have not kept up with the requirements of innovation and development in education, lack enthusiasm, and even violate professional ethics. Their teaching methods are slow to innovate, failing to meet the requirements of teaching and learning in the direction of capacity development. The ability to use foreign languages ​​and information technology in management, teaching, and learning of some teachers is still limited. The management capacity of some educational institution managers is still weak, failing to meet the innovation requirements.

In the coming time, the education sector at all levels needs to continue to thoroughly grasp the viewpoints and directions of the Party and State on education development in the spirit of Resolution No. 29 on fundamental and comprehensive innovation of education and training; Resolution No. 71 on breakthroughs in education and training development.

One of the requirements of Resolution No. 71 is to have special and outstanding preferential policies for teachers; increasing the preferential allowance for preschool and general education institutions to at least 70% for teachers, 30% for educational staff, and 100% for teachers in particularly difficult areas, border areas, islands, and ethnic minority-inhabited areas. Developing appropriate policies to mobilise talented people from outside the teaching force to participate in teaching and training in educational institutions. At the same time, implementing a dual-appointment scheme for outstanding experts currently working at public service units; and introduce mechanisms to encourage and mobilise talented individuals to lead scientific research activities at educational institutions.

Education and training is the "key" to the success of each country. Teachers are not only those who impart knowledge but also need to proactively learn advanced and modern teaching methods, playing a central role in guiding and inspiring learners to have effective learning methods.

The requirements for teachers today are not only to improve their professional qualifications, skills, innovation and creativity in teaching, but also to enhance digital skills, especially the skills of using artificial intelligence to support students. The Ministry of Education and Training and localities not only need to implement strong incentive policies effectively for outstanding teachers, but also need to further strengthen training to improve the capacity for educational managers and teachers, especially teachers working in ethnic minority boarding schools and semi-boarding schools with difficult socio-economic conditions, in order to build a modern, equitable and integrated education system.
