The 2026 autumn-winter tourism stimulus programme will run through December 2026, focusing not only on room discounts but also on increasing the value of experiences through combined service packages.
More than 20 three- to five-star accommodation establishments have developed promotional programmes offering discounts of 20% to more than 60%, combined with various value-added services such as breakfast, main meals, drinks, wellness services, and amenities for guests. Notably, Muong Thanh Luxury Ha Long Centre Hotel is offering discounts of 55%; FTE Ha Long, 46-60%; A La Carte Ha Long, 40%; and Hoang Gia Ha Long, 30-40%, among others.
In addition, many accommodation establishments have developed resort packages combined with services, thereby expanding the choices available to visitors instead of simply offering room discounts.
Restaurants and tourism service providers are also actively participating in the stimulus programme. Some establishments are offering complimentary drinks and direct discounts on services. Cha Village Ha Long is offering a 50% discount on drinks, along with various other promotional programmes being rolled out during the autumn-winter season.
The participation of businesses in the stimulus programme is creating a chain of interconnected products covering accommodation, cuisine, sightseeing, and experiences, giving visitors more reasons to choose Quang Ninh in the final months of the year.
Alongside businesses' tourism stimulus programmes, from now until the end of 2026, Quang Ninh City will continue to organise numerous cultural, sports, and tourism activities, as well as tourism promotion and marketing events, creating more spaces and experiences for residents and visitors to enjoy. The combination of events, tourism products, and stimulus policies is expected to provide additional incentives for visitors to extend their stays, increase their spending, and return to Quang Ninh in subsequent seasons.
Quang Ninh is becoming an attractive destination for international visitors. In the first nine months of 2026, the city welcomed around 18.8 million visitors, including approximately 4.21 million international visitors; total tourism revenue was estimated at 56.4 trillion VND.
The international visitor market to Quang Ninh is becoming increasingly diverse, including China, the Republic of Korea, Japan, Taiwan (China), India, ASEAN countries, Europe, North America, and Australia. Chinese visitors currently account for a large proportion, at more than 35% of international arrivals, travelling to Quang Ninh by road, air, and sea. In particular, international cruise tourism continues to show positive signs; in the first nine months of the year, Quang Ninh welcomed 49 international cruise ships carrying 58,879 passengers.
Tourism promotion and marketing activities have also been expanded to markets in Russia, Australia, India, China, and Southeast Asia. The city has strengthened cooperation with domestic and international partners and signed agreements on cultural and tourism development cooperation with the Guangxi Zhuang Autonomous Region (China) and Fujian Province (China), while organising conferences, survey programmes, and tourism destination and product promotion and marketing activities in Quang Ninh.
Alongside facilitating travel businesses in organising international tour groups to visit, relax and enjoy experiences, the city continues to strengthen coordination among management agencies, local authorities and businesses to ensure that tourism and service activities are carried out in accordance with regulations, while maintaining a safe, civilised and friendly tourism environment.
With the tourism stimulus programme, along with strong measures to improve service and experience quality, enhance the destination's appeal, and develop new and attractive tourism products, Quang Ninh City is determined to achieve its target of welcoming more than 23 million visitors in 2026, with total tourism revenue exceeding 71 trillion VND.
