Quang Ninh: MoU signed to transform Con Ong – Hon Net into world-class green port

The Quang Ninh Provincial Department of Construction and the US-based Northeast Maritime Institute signed a memorandum of understanding (MoU) on strategic cooperation for the Con Ong – Hon Net port area and the Quang Ninh Maritime Initiative on April 16.

The partnership focuses on research and investment in maritime and seaport infrastructure, particularly the Con Ong – Hon Net port; digital transformation in maritime; environmental protection measures; sustainable marine economic development; and international investment promotion.

The overarching aim of the MoU is to transform the Con Ong – Hon Net port into a world-class green hub with smart port models, logistics, offshore-supporting industries, and maritime services under the PPP framework.

Speaking at the signing ceremony, Chairman of Quang Ninh People’s Committee Bui Van Khang emphasised the marine economy as a key driver of sustainable growth, positioning Con Ong – Hon Net as a priority PPP investment to build a multi-sector marine economic ecosystem—green, modern, and sustainable.

He stressed that the signing of the MoU marks a new development phase with a long-term vision: deep-water port planning, smart port models, low-emission maritime management, and strict protection of the Ha Long Bay World Heritage Site.

The MoU also contributes to strengthening economic ties between Viet Nam and the United States, particularly Quang Ninh, fostering a transparent investment environment.

He pledged that Quang Ninh will provide full support to expedite the project, establishing it as a new growth pole for the province and northern Viet Nam as a whole.
