The meeting was chaired by Vietnamese Minister of Education and Training Nguyen Kim Son, and attended by Vietnamese Deputy Prime Minister Vu Duc Dam; ASEAN education ministers, representatives of the Secretariat of the Southeast Asian Ministers of Education Organization (SEAMEO) and the Director of the ASEAN University Network (AUN), among others.
In his opening speech, Minister of Education and Training Nguyen Kim Son said that Vietnam considers education a national policy; and educational development is identified as one of the three breakthroughs in realising Vietnam's socio-economic development strategy in the 2021-2030 period.

The budget for education accounts for 20% of the national budget each year and Vietnam is very interested in ensuring equity and improving the quality of education.
He said that Vietnam is carrying out a fundamental and comprehensive reform of education and a strong restructuring of the education sector, noting that in recent years, the quality of education in Vietnam has changed positively.
Expressing his honour to be the rotating chair of the ASEAN education cooperation for the 2022-2023 term, Minister Nguyen Kim Son said: the theme of this term chosen by the Vietnamese Ministry of Education and Training is “Joint effort to reimagine learning and building resilience of education systems in ASEAN and beyond in the new context”.

Speaking at the meeting, Deputy Prime Minister Vu Duc Dam, affirmed that the Vietnamese Government will support and create favourable conditions to support the implementation of actions agreed upon at the ASEAN Education Ministers meeting,following the spirit of ASEAN Community's Post-2025 Vision and the goals of ASEAN Socio-Cultural Community 2025.
During the four-day meeting, delegates are about to discuss education - training in each country and share their experience in reopening schools in the post-COVID-19 period. They will also review the implementation of activities within the ASEAN Work Plan on Education framework for 2021-2025.
Other related meetings include the sixth ASEAN Plus Three Education Ministers Meeting (APT EMM) and the sixth East Asia Summit Education Ministers Meeting (EAS EMM).
