The inspection aimed to assess the management and utilisation of support resources, including both state budget allocations and public donations, to ensure transparency, accountability, proper targeting, and effective use, while also preventing losses, misuse, and profiteering during implementation.
Reporting to the delegation, the Standing Committee of the Viet Nam Fatherland Front Committee of Khanh Hoa Province stated that as soon as severe flooding developed, and in accordance with directives from the central authorities and the provincial Party Committee, it had played a leading role in mobilising solidarity across the community and had coordinated the mobilisation, receipt, distribution, and use of relief funds and supplies in full compliance with relevant regulations.
According to the report, the Standing Committee of the provincial Viet Nam Fatherland Front Committee and the Provincial Relief Mobilisation Board received more than 442 billion VND in contributions from government agencies, organisations, businesses, and individuals both within and outside the province, together with allocations from the Central Relief Mobilisation Board.
Tran Thu Mai, Standing Vice President of the Viet Nam Fatherland Front Committee of Khanh Hoa Province, affirmed that the receipt, management, distribution, and use of relief resources had been carried out promptly, for the intended beneficiaries, for the intended purposes, and in accordance with the law. Financial resources and relief supplies were comprehensively recorded through accounting books and supporting documentation, ensuring openness and transparency. These efforts, she said, had helped strengthen public confidence and build consensus in support of the relief policies of the Party, the State, the Viet Nam Fatherland Front, and the wider community during post-flood recovery.
Addressing the meeting, Cao Xuan Thao highly commended Khanh Hoa Province's achievements in mobilising, receiving, managing, allocating, and utilising resources for disaster recovery. He stressed the need to continue managing relief resources rigorously in line with the principles of openness and transparency, ensuring that assistance reaches the right beneficiaries, serves its intended purposes, and is delivered in a timely and effective manner.
The Vice President of the Viet Nam Fatherland Front Central Committee called on the Standing Committee of the provincial Viet Nam Fatherland Front Committee to continue reviewing and comprehensively reporting the total amount of financial assistance provided directly to affected residents, as well as the progress of disbursement at commune and ward levels and across relevant departments and agencies.
He emphasised that all available resources must be used for their intended purposes and achieve the greatest possible impact. He also urged local authorities to proactively strengthen disaster preparedness plans and ensure readiness to implement relief operations should future emergencies arise.
